Summary of Requirements:
A Police Officer - Lateral (In State) is an individual who has attended a Police Academy and is certified and commissioned as a Peace Officer by TCOLE (Texas Commission on Law Enforcement).
Minimum Qualifications

Note: Officers with less than the required years of service or who do not meet the criteria listed below should apply in a separate job posting as "Police Officer - Certified."
It is preferred that lateral experience be obtained at an agency and in a position where the applicant:
Reserve police officer status or other unpaid status will not be used in calculating the three year service requirement for entry as a lateral.
The Chief of Police shall make the final determination as to whether an applicant meets the criteria for the Police Lateral Entry Program. The Chief's decision shall be final and non-appealable.
Recruitment/Selection Process (You must pass each step of the selection process before you go to the next step.)
Step 1: Complete an Application
Applications will only be accepted during the specified period. Qualified candidates will be notified by e-mail that they are eligible to test and provided available testing dates to schedule. To complete an application, go to www.sugarlandtx.gov click on "Employment", scroll to the list of open positions and select "Police Officer - Lateral (In State)". You must complete the on-line application.
Step 2: Testing (Physical Assessment and Interview Panel - conducted the same day) - Scheduled for Sunday, November 8th, 2026
A physical assessment will be administered. Applicants will be required to pass the Texas DPS 2000 meter row standard at 60%.
An interview will be conducted with those applicants who have passed the physical assessment. This interview is pass or fail, and will consist of 3 parts:
Step 3: Oral Review Board - Candidates will be assigned 1 day between November 9th and 11th, 2026
Following the preliminary interview, applicants will be scheduled for an in depth interview with the Oral Review Board. This interview is pass or fail, and will consist of 3 parts, offering a deeper assessment compared to the prior preliminary interview.
Step 4: Background Packet Submission and Investigation
Applicants who pass the phases of testing and interview panel will submit their completed personal history statement to the Training Unit. A background investigation will be conducted.
Step 5: Polygraph Examination
Applicants who pass the background investigation and are being considered for sworn employment will undergo a polygraph examination.
Related Time Periods and Information:
This process will remain open until positions are filled. If an applicant is rejected for any of the reasons listed in the "Rejection Criteria", they will be required to wait the specified time to apply again.
Final Steps: Eligibility Pool, Conditional Job Offer, Medical and Psychological Testing
Candidates who pass all of the above are placed in an eligibility (applicant) pool. This is not a guarantee of employment; however, the City of Sugar Land does make job offers from the applicant pool. Subsequently, if a conditional job offer is made to a candidate by the Chief of Police, the candidate must successfully complete medical and psychological exams before a final job offer is made by the People & Culture Department.

firefighters will receive September 11th, Patriot Day, as a fixed holiday.

After one year of employment, employees will receive an annual payment of $4.00 per month of employment with the City for the first 25 years of continuous employment (maximum of $1,200 annually). Qualified employees receive longevity payments each December.
Premium contributions for the medical and dental plans as well as Flexible Spending Accounts and Dependent Care Flexible Spending Accounts are available to all full-time employees through this arrangement.
The City contributes to employee and dependent coverage in the HMO, HDHP and dental plans offered.

Employees can voluntarily elect to purchase vision care insurance for themselves and their eligible dependents.
Employees can voluntarily elect to purchase through payroll deduction: Accident, Cancer, Critical Illness, and Hospital policies for themselves and their eligible dependents. (Rates are age-banded. Employee must contact representative directly for rates and enrollment.)
The City provides all employees annual salary of life insurance and accidental death & dismemberment (AD&D) coverage of one-time annual salary with a minimum of $50,000.
The City provides employees with Long Term Disability in the amount of 60% of your salary (depending on position category) to a maximum of $7,500 per month. Benefits begin after 90 days of disability and may continue to Social Security Normal Retirement Age (SSNRA) if you qualify. LTD is designed to replace a reasonable portion of your income in case of
serious injury or sickness whether on or off the job. Benefits will be offset by any payments from SS, Workers Comp and other income offsets.
Employees can elect supplemental life insurance and AD&D coverage up to $750,000 for themselves and up to $250,000 for their spouse; as well as $15,000 of life insurance for child(ren).
This optional benefit allows employees to receive 70% of their weekly salary, to a maximum of $1,500 per week (tax free), following either Option A: a 30-calendar day elimination period; or Option B: a 7-calendar (injury) or 14-calendar (illness) elimination period, for a maximum of 90-calendar days from on-set per qualifying incident.
Employees can voluntarily elect to participate in a legal access/assistance plan at a base cost of $7.87 per pay period. Optional plans are also available. (Employee must contact representative directly for rates and enrollment.)
Employees are allowed to contribute to this optional program at a minimum set by the plan administrator and a maximum set annually by the IRS. Currently the City contracts with 2 administrators for this program: Dearborn & Creggs ($50 per month minimum contribution); and ICMA-RC ($1.00 per month min. contribution). The maximum contribution for 2023 is $19,500
and $6,500 for age 50 + catch-up.
