    Job Description

    Section I:   Brief Summary of the job. 
    Under the supervision of the Police Sergeant, the Police Officer is a non-exempt position under FLSA which protects and serves the citizens of Spring Hill. This position provides citizen assistance, enforces all federal, state, and local laws, and performs patrol duties. Making arrests, issuing citations for traffic violations, and investigating crimes and accidents are the primary responsibilities of the position. Collateral duties may include, but not limited to; Field Training Officer, Coordinator of programs, K9 and/or Department Trainer. Police Officer at Step 2 and above may be eligible for consideration as a department investigator. This employee should possess excellent communication and public relations skills. The position requires a valid Kansas driver’s license.

    Section II:  Essential Duties of the job. 
    • Apply department orders, rules and regulations to police situations; understands and applies legal standards.
    • Operates patrol/unmarked vehicle in a safe and effective manner; inspects vehicle for safe and efficient operating condition, performs minor vehicle repairs as necessary; fuels and cleans vehicle.
    • Performs general patrol duties.
    • May involve public information officer duties and managing police social media accounts.
    • Applies for search warrants, conducts follow up on criminal reports.
    • Ability to react quickly to danger and adapt to different people, behavior, and circumstances.
    • Perform crime prevention and public relations duties; establishes rapport with community;
    • Responds to medical emergencies; performs basic first aid and administers CPR.
    • Apprehends, charges, processes and transports suspects;
    • Performs traffic enforcement and stops; issues citations; investigates sources of odor to include alcohol and drugs;
    • Performs accident investigations and directs traffic;
    • Performs oral interrogations and interviewing duties;
    • Meets with prosecutors, defense attorneys, judges, detectives from other agencies in case resolution and filing, court preparation and testimony. Packages evidence; reviews and investigates case reports for charging and/or court preparation; comprehends laws and abstract concepts.
    • Report writing duties. Thoroughly completes offense, arrest, investigative, information, accident, evidence reports.   
    • The employee must work days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with supervisors, customers, vendors and any other persons or organization with whom interaction is required. Must be available for call outs, which may include; response to crime scenes, shift coverage, and city-wide emergencies.

    The position and requirements of a police officer are extremely variable and dynamic in nature.  It is difficult to objectively quantify forces, frequency, or duration of any and all tasks in that these requirements will change daily.  The above information is gathered from an interview of multiple law enforcement officers.

    Duties, responsibilities, scheduling, shift assignments and work location, may be added, deleted or changed at any time at the discretion of management, formally or informally, either verbally or in writing.

    Section III: Education, Formal Training and/or Certifications Required
    Position requires a minimum of a high school diploma or equivalent.  The position requires a certification by the Kansas Law Enforcement Training Center or certified by reciprocity (ability to obtain certification within 1 year), and 40 hours of continuing education annually. With preferred education of a two-year technical or associates degree in Criminal Justice, Political Science, or social sciences or continuing education in law enforcement or related field.
     
    Minimal Eligibility requirements
    • Are United States citizens or has established citizenship,
    • Are at least 20 years of age at time of application, and 21 years of age by date of hire,
    • Have a high school diploma, GED, or evidence of equivalent achievement,
    • Must not have committed, been convicted of, had a conviction expunged for or been placed on diversion by any state or federal agency for a felony crime,
    • Must possess a valid driver’s license,
    • Must obtain certification by the Kansas Law Enforcement Training Center or certified by reciprocity within 1 year,
    • Are able to respond from their residence to the Police Department within 60 minutes,
    • Take and pass a physical agility test, a written examination, and an oral board interview,
    • Successfully pass a polygraph exam,
    • Complete an in-depth background investigation,
    • Complete and pass a physical and psychological examination from a licensed physician or practitioner after a conditional offer of employment,
    • Complete and pass a drug screen,
    • Achieve and demonstrate technological proficiency in the areas directly connected to daily assignments, and
    • Achieve and maintain a level of physical fitness that allows officers to safely and competently perform the essential functions of the job.
    Restrictions
     
    Tattoos: Members are allowed to have visible tattoos or body art while in a department issued uniform and shall be suitable for public display. No tattoo shall depict any obscene, discriminatory, sexually explicit, or otherwise inflammatory image. Head, and facial tattoos are prohibited, not including cosmetic tattoos, such as eyebrows. Hand and neck tattoos are limited to one small tattoo. For example, a small band ring or marking near the thumb. Additional hand or neck tattoos may be approved by the Chief of Police based on size and nature of the tattoo. Additional hand or neck tattoos may require they be covered while on duty.  
     
     
    Past Criminal Activity: candidates must not:
    • have committed, been convicted of, had a conviction expunged for or been placed on diversion by any state or federal agency for a felony crime or misdemeanor domestic violence convictions.
    • have not been convicted a misdemeanor within 12 months of application.
    • have used any illegal drugs with the exception of marijuana or synthetic marijuana, within the last 3 years.
    • have used marijuana or synthetic marijuana 3 months prior to application.
    • have an established pattern of prescription medication abuse. 
    • have had revoked or curtailed the right to legally own or use a firearm under federal, state, or local law.
    • currently being charged with or under indictment for any criminal activity other than minor traffic violations.
    • currently on criminal probation.
    The following activities may not automatically disqualify an applicant for employment, but will be closely evaluated on a case-by-case basis:
    • Sales, distribution, manufacturing or transporting of any illegal drug.
    • Unlawful use of medication not prescribed to the applicant within three years before the application for employment.
    • Commission of any other potential felonious acts not listed above, detected or undetected.
    Driving Record: Eligible candidates:
    Must possess a valid driver's license and current proof of insurance.
    • May not have been convicted of, plead guilty or no contest to, or been diverted on four or more moving traffic violations within the past three years.
    • May not have been convicted of, plead guilty or no contest to, or been diverted on a serious traffic violation, including DUI, reckless driving, hit and run, vehicular homicide, eluding a police officer, and negligent homicide, within the past three years
    Applications received from individuals who do not meet the minimum eligibility requirements will not be given further consideration and will receive notification that they do not meet the standards.

    Section IV: Experience
    No experience required.  Some law enforcement, military law enforcement or training in the field is desired.
     
    Section V:  Physical, Environmental, and Special Working Conditions
    While performing the duties of this job, the employee is frequently required to sit, stand, communicate, reach and manipulate objects, tools or controls; walk, run and climb over rough or difficult terrain, minimal physical exertion; involves moving objects weighing up to 100 pounds; manual dexterity and coordination are required while operating equipment such as computer keyboard. All City employees may be called upon to assist other departments in a declared emergency situation.  While performing work duties this position regularly works in and outside of an office environment, which includes inclement weather. Physical requirements include but are not limited to:
    1. Hand and eye coordination, physical strength and dexterity to use all police tools associated with the profession such as handguns, shotguns, electronic control device, handcuffs, and baton.
    2. Possess a full functional lumbar range of motion.
    3. Possess a full functional cervical range of motion.
    4. Physical agility to safely operate motor vehicle in normal traffic and in high-speed emergency driving situations.
    5. Ability to communicate effectively in person, on the radio or telephone.
    6. Ability to visually recognize and distinguish colors.
    7. Ability to distinguish sounds encompassing a full range of tones and volumes.
    8. Ability to detect a full range of odors such as narcotics, alcohol, smoker and fumes.
    9. Possess the visual stamina and acuity to operate a motor vehicle safely in both routine and emergency situations during all levels of illumination.
    10. Possess the visual stamina and acuity to observe persons, places and things both close up and at a distance.
    11. Ability to produce written reports, memorandums, field notes and required forms.
    12. Ability to sit in vehicle and type/read/decipher information on the computer keyboard and screen.

    The ability to read and write in English. Perform basic mathematical calculation and use a computer touchscreen and manual keyboard. Operate a 2-way radio and radar equipment. Handle and use firearms safely and accurately Perform CPR and basic first aid. Recognize and avoid potentially hazardous situations. Ability to comprehend laws, abstract concepts and apply to specific situations. The ability to concentrate on tasks in the presence of distractions, to complete and check forms and documents, to understand and anticipate problems, and read and interrupt maps, manuals, legal documents, reports and written instructions is required. The ability to understand and take verbal direction from supervisors, training officers, and co-workers. This employee should have good public relation, oral and written communication skills. This employee must be able to solve problems he or she encounters at crime scenes, traffic accidents, citizen complaints, and domestic violence situations. This employee conducts investigations of criminal offenses, investigations of accident and traffic offenses, appropriately identifies suspects for arrests and charging; and performs daily enforcement duties in a safe and efficient manner.
     
    Section VII:  Other Assignments
    As a police officer, members may be selected to fulfill, but limited to, the role as criminal investigator, background investigator, school resource officer, field training officer, K9 officer, training instructor, acting supervisor and range instructor.
