Avantgarde, LLC is seeking a Policy Analyst IV to support our federal client who has multiple locations in Washington, DC, and this position will be performed on-site, full-time at one of their locations. 

 

 

The WORK

Researching, developing, analyzing, and recommending policies and procedures for designated agency program. This role requires an individual with strong analytical skills, excellent written and verbal communication abilities, and a deep understanding of the policy making process within the federal government. The Policy Support Analyst will work collaboratively with various departments and stakeholders to ensure policies are comprehensive, clear, and aligned with the agency's mission and goals.

Policy Development:

  • Conduct research and analysis to identify policy needs.
  • Draft new policies and procedures that address identified needs.
  • Review and revise existing policies to ensure they are current and effective.
  • Ensure policies comply with federal regulations and guidelines.

Stakeholder Engagement:

  • Collaborate with internal and external stakeholders to gather input and feedback on policy drafts.
  • Facilitate meetings and discussions to ensure broad participation in the policy-making process.
  • Communicate policy changes and updates to relevant parties.

Policy Analysis:

  • Analyze the impact of proposed policies on the agency and its operations.
  • Assess the effectiveness of current policies and recommend improvements.
  • As necessary conduct cost-benefit analyses and risk assessments for proposed policy changes.
  • Documentation and Reporting:
  • Prepare detailed reports and presentations on policy analysis and recommendations.
  • Maintain comprehensive records of policy development activities and decisions.
  • Ensure all policy documentation is accurate, clear, and accessible.
  • Compliance and Implementation:
  • Monitor the implementation of new and revised policies.
  • Provide guidance and support to ensure policies are applied consistently across the agency.
  • Evaluate the effectiveness of policy implementation and make necessary adjustments.

The REQUIREMENTS

  • The candidate must have a minimum of 7 years of experience analyzing policy requirements and drafting written policy in a federal environment.
  • Master’s Degree in Public Policy, Public Administration, Law, or a related field (typically required for Level IV senior roles) is preferred.
  • Extensive experience leading the end-to-end policy process, including researching emerging needs, drafting complex regulatory procedures, and performing rigorous impact or risk assessments to ensure alignment with federal mandates and agency missions.
  • Proven track record of facilitating high-level meetings and collaborating with diverse internal and external stakeholders to synthesize feedback, build consensus, and clearly communicate technical policy updates across an organization.
  • Demonstrated ability to perform sophisticated data-driven analysis, including cost-benefit studies and effectiveness evaluations, while ensuring all documentation strictly adheres to federal regulations, legal guidelines, and internal governance standards.
  • Significant experience monitoring the rollout of large-scale policies, providing expert guidance to ensure consistent application agency-wide, and maintaining meticulous administrative records to support transparency and continuous process improvement.

  • Operate a PC and phone in an office environment.
  • Work in a primarily sedentary position.
  • Perform some bending, light lifting, and carrying of equipment may be required.
  • Any additional office equipment that is required by the position.
