Job Summary

Definition: Performs detailed analytical work that involves directing or participating in gathering information, making statistical analyses, studying special operational and/or programmatic problems, and developing improved systems and procedures, which lower operating costs or increase efficiency. Analyzes, evaluates and establishes metrics for programs, processes, and delivery methods. Conducts project research, compiles performance metrics, makes recommendations, and presents findings. Develops and implements strategies to connect underserved community members to departmental/community programs and resources.

Representative Duties

Coordinates program analysis and policy-development for department or division operations. Consults with internal and external experts and stakeholders in the development and implementation of programs and policy development projects.

Interprets, evaluates, and applies policies, procedures, and regulations. May revise, modify or develop policies and procedures to improve efficiencies or respond to community needs. Keeps abreast of charges in relevant regulations and laws in area of responsibility. Evaluates interdepartmental programs and processes that would improve service-level delivery and information available to the public.

Researches and evaluates operational programs and initiatives for a department or division; conducts detailed statistical studies and completes reports as necessary. Makes recommendations regarding program, project and policy efficiencies and financially viable courses of action supporting the fiscal goals of a City department or division.

Develops, plans, and implements new or revised public information programs to improve the delivery of information and services to the public.

Conducts quantitative and qualitative analyses, establishes metrics, and prepares reports with recommendations for courses of action to improve service-level delivery.

Advises community members regarding the availability of programs and services, including eligibility criteria and application processes. Handles sensitive community/participant complaints and responds to inquiries.

Provides analytical data for the development of both outward-facing and internal written, web, and social-media-based materials.

Prepares recommendations for managers and department directors. Prepares written reports and delivers oral presentations to boards, commissions, City Council, and City leadership.

Trains, supervises, assigns and evaluates the work of clerical support, as assigned.

Performs other duties, as assigned.

REQUIREMENTS

Minimum Qualifications:

Option A

Education: Graduation from an accredited college or university with a masters degree in public administration, business administration, public policy, urban planning, or a closely related field.

Experience: Two years of recent, paid work experience in the public sector performing analytical research, statistical or financial analysis and preparing reports related to research findings.

Experience with internal and external stakeholder engagement, establishment of service-level delivery metrics, coordination of policy-development projects, and preparation of written reports for oral presentations to elected bodies is desirable.

Option B

Education: Graduation from an accredited college or university with a bachelors degree.

Experience: Four years of recent, paid work experience in the public sector performing analytical research, statistical or financial analysis and preparing reports related to research findings.

Licenses and Certificates:

Possession of a valid Class C driver license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

WORKING CONDITIONS

Work is typically performed indoors in a home office or work office setting in accordance with the City's Hybrid Workplace policy. Office work may require sitting for prolonged periods of time and using a computer keyboard, mouse, and screen. The incumbent is required to visit various community facility sites and may be exposed to change weather conditions and temperatures. Offsite assignments and irregular work hours are also required. Attends community and commission meetings and participates on committees which may occur during evening or on weekends.
