GENERAL DESCRIPTION:

Shape the Future of One of Wyoming's Premier Military Training Installations

The Wyoming Military Department is seeking a strategic and forward-thinking Master Planner to guide the long-term development and sustainability of facilities and infrastructure at Camp Guernsey. This key leadership position serves as the principal advisor to the Construction and Facilities Management Officer on facility planning, programming, and project prioritization initiatives that support the Wyoming Army National Guards mission.

As the Master Planner, you will play a critical role in ensuring that construction, renovation, and maintenance investments align with both current operational needs and future mission requirements. Through comprehensive planning and collaboration with stakeholders, you will help maximize resources, improve facility functionality, and support the long-term readiness and effectiveness of the installation.

This position offers the opportunity to influence major infrastructure decisions, coordinate complex projects, and contribute to the continued growth and modernization of one of the regions most important military training environments.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.

  • Develop & Maintain the Installation Development Plan (IDP).
  • Capital Investment Plan (CIP) Development and Capital Improvement Strategy.
  • Provide a set of prioritized projects, documented as a TAG narrative and project list. Offer Real Property recommendations to the CFMO on deficiencies and shortfalls from the Installation Status Report.
  • Programming and Planning Guidance, current and future requirements for units, and offer recommendations on facility needs for project development (MILCON, UMMC, CUPL).
  • Offer information, expertise, and guidance to WYNG leadership while they conduct planning for the long-term strategic goals.
  • The planning and programming analysts will participate in scenario planning and help provide informed stationing plans for current and future requirements.
  • Document the historical information of facility requirements, planning, and programming guidance from NGB, and meeting minutes from P&P meetings
  • Long-Range Facility Needs Assessment.
  • Document and report for all MILCON, UMMC, and CUPL documents in Teams. SRM project documentation and reporting as needed.
  • Additional Duties as Assigned.

Qualifications

PREFERENCES:/AGENCY REQUIREMENTS:

Bachelor's degree in applied sciences or 5 years' experience in construction planning.

General concept and understanding of military structure.

Intrinsic motivation to complete tasks.

Understanding/experience in construction software programs.

Valid driver's license required.

KNOWLEDGE:

  • Knowledge of facility planning principles, construction & renovation processes, and DoD/Army planning regulations & policies.
  • Knowledge of sustainability principles.
  • Knowledge of real property management and building codes & standards.
  • Knowledge of communication & interpersonal skills, and analytical & problem-solving skills.
  • Knowledge of the Microsoft Office suite and database management.

MINIMUM QUALIFICATIONS:

Education:

Bachelors Degree (typically in Business)

Experience:

0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • The Master Planner position is primarily performed in a standard office environment utilizing typical office equipment, though regular fieldwork and site visits across the installation are required.
  • These site visits necessitate walking, standing, and occasional bending or stooping and may expose the incumbent to varying weather conditions and potential hazards present on construction sites - requiring appropriate Personal Protective Equipment (PPE).
  • The position demands prolonged periods of sitting while working at a computer, with moderate lifting of light objects and a need for close visual acuity and fine dexterity.
  • Occasional travel may also be necessary for training or meetings at other locations.
