BACKGROUND INFORMATION In 2024, the AOC updated its Strategic Plan to refine its strategic initiatives and operational priorities. As part of this effort, an annual Operational Plan was introduced. The Strategic Plan outlines the guiding principles and areas of focus, while the Operational Plan serves as an annual action plan that tracks projects identified to achieve the goals of the Strategic Plan. In 2025, the AOC produced its first Operational Plan, which identified 203 projects. The process for collecting and updating projects was initially manual; however, in the latter part of 2025, it was automated using Microsoft’s suite of automation products. The AOC has automated an operational plan tracking application using Microsoft SharePoint, Power Apps, Power Automate, Power BI and the Judiciary intranet site and seeks to create a user manual and deployable package that can be shared with other judiciaries nationwide. OFFEROR RESOURCE QUALIFICATIONS 1. 2. The Offeror shall propose resource(s) that meet the following minimum qualifications: a. Bachelor of Science in Computer Science or Business Administration, or a related field (as determined by the AOC). The AOC prefers Offeror proposed resource(s) to have the following certifications: a. Microsoft 365 Certified (i.e., MS-102, 900), b. Microsoft Power BI Certified (i.e., PL-300) c. Microsoft Power Platform Certified (i.e., PL-100, 400, 500, 600, 900) SCOPE OF WORK 1. Offeror resource shall: a. Develop and deliver a shareable application that can be made available for use by other judicial jurisdictions and/or entities. The proposed solution shall be designed for portability and ease of deployment and shall include open-source components where applicable and appropriate. b. Provide all necessary documentation and materials required for access, download, installation, system administration, implementation, configuration, application administration, and ongoing use of the application. (1) Documentation shall include detailed setup instructions, system requirements, dependencies, configuration procedures, system architecture diagrams, logical process flow diagrams and workflow maps, and any applicable licensing information to enable independent deployment and operation by other jurisdictions. Provide comprehensive technical documentation for the complete solution and Operations Plan (Ops Plan), including, at a minimum: (1) Technical documentation of the complete solution, including logical schematics, workflow process maps, administrative maintenance procedures, and reporting maintenance procedures. (2) (3) d. Comprehensive technical documentation for the Operations Plan (Ops Plan) solution, including system architecture, configuration details, workflows, integrations, operational processes, security controls, backup and recovery procedures, and ongoing maintenance and support procedures. All documentation shall be delivered in an editable electronic format and shall be sufficiently detailed to support system administration, troubleshooting, future enhancements, knowledge transfer, and independent operation by the State or other judicial jurisdictions. Create comprehensive user guides and supporting documentation for all aspects of the solution, including system administration, application administration, and end-user operations. User guides shall include: (1) Documentation of all pre-requisites for the solution, including hardware, software, network, security, and environmental requirements necessary for implementation and operation. (2) (3) (4) e. A checklist of all required software, dependencies, licenses, and supporting utilities necessary to install, configure, maintain, and operate the application. Recommended and suggested skillsets, roles, and technical competencies required to administer, support, maintain, troubleshoot, and enhance the application and supporting infrastructure. Detailed troubleshooting procedures and support guidance, including common issues, error handling, Prepare writing samples demonstrating proven experience in producing high-quality written deliverables. Samples must reflect original work that is representative of the proposed resource’s own writing ability, including clarity, structure, grammar, and analytical quality. f. g. E. Leverage existing Judiciary technologies, including Microsoft SharePoint, Power Apps, Power Automate, and Power BI licensing. Access Judiciary networks and systems through a Virtual Private Network (VPN) utilizing the resource’s own computer, laptop, and associated devices, in accordance with applicable Judiciary security policies and requirements. OFFEROR RESOURCE(S) SKILLS, EXPERIENCE, & CAPABILITIES 1. Offeror shall propose resource(s) possessing the following preferred skills, experience, and capabilities: a. b. c. Experience with: (1) Application packetization and deployment (2) Three (3) years of experience with Microsoft Power Apps, Power Automate, Power BI, SharePoint, and web development/publishing technologies. Ability to: (1) Interpret code development requirements, draft pseudocode, and produce comprehensive technical, visual, and written application documentation. (2) Evaluate existing applications and recommend enhancements or improvements, as necessary. Knowledge of: (1) Application development, user experience principles, technical writing, and the capabilities and limitations of Microsoft application development platforms. Offeror resource shall submit a draft of the following completed documents to the AOC for initial review by October 1, 2026: a. b. Sharable Application (1) Logical schematic of the complete solution/application in a Microsoft Visio document (2) (3) Create a package of files (Github repository): data, application, and configuration instructions for an application that is comprised of Microsoft SharePoint, Power Apps, Power Automate and Power BI. Successful download, configuration and testing of the package by a partner entity to validate completeness and portability and setup instructions. Technical documentation & Operations Plan (Ops Plan) (1) Clear instructions and explanations for the prerequisites for licensing and skillsets, use of the application, workflow, configuration variables, such as data entry procedures, submission processes, editing, functionality descriptions, and other relevant user operations 1. 2. User instructions (i.e., report creation, maintenance, setup and configuration) Three (3) user guides (i.e., system administrators, application administrators, end user’s manuals) PLACE OF PERFORMANCE 1. 2. 3. 4. H. Work shall be performed 100% remote at a suitable off-site location selected by the Offeror/Offeror Resource(s). a. The AOC reserves the right to determine an off-site location is not suitable (e.g., crowded public space with distracting background noise during meetings). The AOC reserves the right to regularly evaluate performance and withdraw remote privileges in the event of a decline in Purchase Order performance. The AOC reserves the right to modify the allocation of onsite and remote work effort throughout the life of the Purchase Order. In the event of a modification, the Contract Manager will coordinate with the Successful Offeror on a mutually agreeable allocation of work effort. If the Offeror proposed resource has a work allocation that includes remote work at any time during the life of the Purchase Order, the Offeror proposed resource may not perform remote work from a country other than the United States of America without prior approval from the Contract Manager. Unless there are extenuating circumstances, Offerors shall not anticipate receiving approval for remote work from a country other than the United States of America.
