SALARY INFORMATION

OC Community Resources, OC Parks encompasses regional, wilderness and historical facilities, as well as the OC Parks Zoo and coastal areas throughout the County of Orange in California. OC PUBLIC WORKS

OC Public Works (OCPW), OC Operations and Maintenance (O&M) serves the citizens of Orange County by providing a safe environment and enhanced quality of life through maintenance of public roads, flood control channels, and bikeways. O&M provides a variety of services to Orange Countys unincorporated areas and is responsible for maintaining 350 miles of roadway, 65 bridges, 380 miles of flood control channels, 6 dams, 10 pumping stations, and 26 basins. O&M also provides public works services to cities via service contracts. O&M plays a crucial role in responding to the needs of the public during and after emergency incidents such as storms, wildfires, and mudslides.

THE OPPORTUNITY

The Power Equipment Operator II position is responsible for operating all power equipment vehicles, trucks and heavy equipment, both on road and off road to repair and maintain roads and flood channels, airport landings and parking lots, parks, wilderness areas and beach facilities. This position may act as lead over crews of various sizes to accomplish assigned projects and instruct trainee operators in the correct and safe operation of all power equipment. This position may be required to fight fires in some assignments.

LICENSE REQUIREMENT

Possession of a valid Class A California Driver License with no restrictions for manual transmission (E) or for tractor-trailer combination connected by a fifth-wheel (O), and any special endorsement required by the Department of Motor Vehicles, including the tank vehicle endorsement is required before the date of appointment and while employed in this classification. Driving record must not have a citation for reckless driving or a citation related to driving under the influence of drugs or alcohol or other restrictions that negatively impact insurability. In accordance with the Federal Omnibus Transportation Employee Testing Act of 1991, incumbents will be subject to random, reasonable suspicion and post-accident drug and alcohol testing.

CORE COMPETENCIES

In addition to the training and experience requirements for the Power Equipment Operator II, the ideal candidates must possess the following core competencies.

Technical Experience

  • Operate heavy power equipment vehicles, trucks and heavy equipment both on and off road.

  • Direct traffic, place traffic control devices as needed and directing haul trucks to dump sites.

  • Haul materials such as rocks, base and dirt in support of flood channels and road maintenance.

  • Read, shoot and set grade stakes to complete projects.

  • Possess valid California Drivers License, Class A and tank endorsement.

  • Ability to sit and operate controls for prolonged periods of time, up to 10 hours per day with scheduled rest periods and lunch breaks.

  • Ability to coordinate various project activities with government agencies, partners and staff.

  • Ability to use Computer Maintenance Management Systems (CMMS) to receive work orders, and document the completion of tasks.

  • Document project information such as staffs hours, materials used and equipment.

Safety Practices

  • Perform safe work practices while operating power equipment vehicles, trucks and heavy construction equipment.
  • Knowledge of properly securing loads and equipment for transportation.
  • Follow strict guidelines for traffic safety regulations.
  • Perform preventative maintenance on equipment.
  • Identify, report and correct equipment problems in an efficient and timely manner.
  • Extensive understanding of safety regulations and experience in conducting safety training programs.
  • Maintain up-to-date technical knowledge, certifications, licenses, etc.

Leadership

  • Effectively instruct and lead small crews while taking responsibility for decisions and actions in completion of projects.
  • Effectively lead and review the work of team members on multiple projects.

Communication Skills

  • Establish and maintain positive working relationships through effective communication with peers, supervisor, stakeholders, contractors, the general public and government officials and staff.
  • Speak, read, write and understand English at a level required of successful job performance.
  • Compile clearly written technical reports involving mathematical computations.
  • Understand and follow written and oral instructions, including work orders and survey markers.

RECRUITMENT PROCESS

Human Resource Services (HRS) will screen all application materials to identify qualified applicants. After screening, qualified applicants will be referred to the next step and notified of all further procedures applicable to their status in the competition.

Performance Examination | (Weighted 100%)

Candidates will be evaluated based on practical (hands-on) job exercises designed to elicit the candidates qualifications for the job. Only the most successful candidates will be placed on to the eligible list. Please note that at the time of the performance exam, all candidates will be required to show proof of a valid Class A California Driver License with any special endorsement required by the Department of Motor Vehicles, including the tank vehicle endorsement. Candidates who do not provide this information will not be allowed to participate in the examination and will not be rescheduled.

Based on the Departments needs, the selection procedures above may be modified. Candidates will be notified of any changes in the selection procedures.

Eligible List

Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to selection interview to be considered for present and future vacancies.
