Position Summary

The Preconstruction Manager will lead JTJ's pursuit and preconstruction efforts for Construction Manager at Risk (CMAR) and other negotiated-delivery projects, with a primary focus on municipal water and wastewater treatment infrastructure. This role owns the process from opportunity identification and proposal development through GMP delivery, working closely with ownership, project engineers, design partners, and subcontractors to position JTJ competitively and set awarded projects up for successful execution.

Key Responsibilities

CMAR Pursuits & Business Development

•      Identify, track, and qualify CMAR and alternative-delivery opportunities in the municipal water/wastewater market across JTJ's target geography.

•      Lead the development of statements of qualification (SOQs), proposals, and interview presentations for CMAR, design-build, and negotiated pursuits.

•      Build and maintain relationships with owners, municipalities, engineering firms, and design partners to support teaming and early positioning on upcoming projects.

•      Coordinate go/no-go decisions and pursuit strategy with ownership and senior leadership.

•      Represent JTJ at industry events, owner outreach meetings, and interviews/shortlist presentations.

Preconstruction Services

•      Lead preconstruction efforts on awarded CMAR projects, including conceptual and progressive estimating, constructability reviews, and value engineering.

•      Coordinate with design engineers throughout design development to identify cost, schedule, and constructability risks specific to treatment plant construction (process mechanical, structural concrete, yard piping, electrical/I&C).

•      Develop and manage preconstruction schedules, milestone logs, and design-phase deliverables.

•      Solicit, qualify, and manage subcontractor and vendor pricing through progressive GMP development.

•      Prepare GMP proposals, scope narratives, and cost reconciliation packages for owner and design team review.

•      Support risk identification and mitigation planning, including phasing, permitting, and site logistics considerations unique to operating treatment facilities.

•      Facilitate a smooth transition from preconstruction to field operations, ensuring project teams inherit a complete and accurate scope, budget, and schedule.

Qualifications

•      Bachelor's degree in Construction Management, Civil Engineering, or a related field, or equivalent industry experience.

•      7+ years of construction industry experience, including meaningful experience in preconstruction, estimating, or project pursuits.

•      Direct experience with CMAR, design-build, or other negotiated/collaborative delivery methods strongly preferred.

•      Experience in water/wastewater treatment plant construction or heavy civil/municipal infrastructure preferred.

•      Demonstrated success developing competitive proposals and leading or supporting interview presentations.

•      Working knowledge of conceptual estimating, GMP development, and constructability/value engineering processes.

•      Proficiency with estimating and takeoff software, scheduling tools, and Microsoft Office

•      Strong relationship-building skills with owners, engineers, and subcontractors, and comfort operating in both public agency and private-sector environments.

•      Excellent written and verbal communication skills, including proposal writing and public presentation ability.

•      Willingness to travel within JTJ's regional service area as pursuits and projects require.
