About this Role
The Preconstruction Manager is responsible for leading and managing the preconstruction team through all phases of bid preparation, prequalifications, proposal development, estimating coordination, document management and security, and customer submittals. This role oversees the workflow, processes, and personnel involved in delivering accurate, timely, and compliant bid packages and operations support for construction projects.
The ideal candidate has strong operational leadership experience in construction and preconstruction services, understands estimating and bid processes, and is highly organized with expertise in Salesforce or similar CRM/project tracking systems. This position does not require the individual to perform detailed estimating but does require a strong understanding of estimating workflows, proposal coordination, and preconstruction operations.
What You'll Do
Team Leadership & Management
- Lead, mentor, and manage the preconstruction/bid coordination team.
- Establish priorities, workloads, and deadlines for bid preparation activities.
- Develop and improve departmental processes, workflows, and quality standards.
- Monitor team performance and ensure timely completion of all deliverables.
- Coordinate staffing and resource allocation across multiple concurrent pursuits.
Bid Preparation & Proposal Management
- Oversee all bid preparation activities from opportunity intake through final submission.
- Ensure all proposals, RFQs, RFPs, and qualification packages are complete, accurate, and compliant with client requirements.
- Manage bid calendars, milestone tracking, and submission deadlines.
- Coordinate internal reviews and approvals for bid submissions.
- Ensure proper document control and version management throughout the proposal lifecycle.
Preconstruction & Estimating Coordination
- Work closely with estimating, operations, business development, and project management teams during preconstruction activities.
- Support estimating processes by coordinating scope reviews, bid documentation, subcontractor/vendor communications, and proposal assembly.
- Facilitate communication between estimators and operational stakeholders.
- Assist in standardizing estimating and preconstruction procedures.
Salesforce & Systems Management
- Maintain and manage opportunity tracking, prequalifications and related systems, bid status reporting, and pipeline visibility within Salesforce.
- Ensure accurate data entry and reporting for all pursuits and preconstruction activities.
- Generate reports and dashboards related to bidding activity, win rates, workload forecasting, and proposal tracking.
- Identify process improvement opportunities through system optimization and workflow automation.
Client & Internal Coordination
- Serve as a central communication point for bid and proposal activities.
- Coordinate with customers, subcontractors, vendors, and internal teams regarding prequalifications, preconstruction requirements, and submission needs.
- Ensure all communications and deliverables reflect company standards and professionalism.
What You'll Bring
Required
- Bachelor’s degree in Construction Management, Business, Engineering, or related field preferred; equivalent experience considered.
- 5+ years of experience in preconstruction, bid management, proposal coordination, or construction operations.
- 2+ years of leadership or supervisory experience.
- Working knowledge of construction estimating and preconstruction processes.
- Experience using Salesforce or comparable CRM/project tracking platforms.
- Strong organizational, communication, and deadline management skills.
- Ability to manage multiple concurrent bids and priorities in a fast-paced environment.
- Proficiency in Microsoft Office Suite, including Excel, Word, and PowerPoint.
Preferred
- Experience in utility, infrastructure, industrial, or commercial construction environments.
- Familiarity with estimating software and bid management platforms.
- Knowledge of contract documents, specifications, and construction procurement processes.
- Significant experience managing people
