Job Description

Department:  Cumberland Perry Drug & Alcohol Commission

Address:  Dennis Marion Public Services Building, 16 W. High Street, Suite 302, Carlisle, PA 17013

Work Hours: 8:00 am to 4:30 pm; Monday through Friday (75 hours bi-weekly); with occasional evening and weekend work for programming required

Title: Prevention Supervisor – Drug & Alcohol Commission 

Salary:  $66,553.50, $34.13 per hour

Job Summary:

Ensures a comprehensive school and community-based prevention and early intervention services focused on substance use, problem gambling, and related behavioral health issues. This role manages daily operations, supervises staff, coordinates evidence-based initiatives, ensures compliance with DDAP requirements, and delivers direct prevention programming and public education. The Supervisor maintains strong partnerships with schools, coalitions, community organizations, and county agencies, functioning independently within established program goals.

 

Essential Job Functions: 

Program Leadership, Planning & Evaluation

  • Develop and implement the Prevention Unit’s goals, objectives, performance measures, and work procedures.
  • Conduct ongoing community assessments, encourage participation in statewide surveys and organizations, and analyze results to guide program development.
  • Design and implement evaluation tools; collect and analyze service data (logs, state‑required data, participant feedback, pre/post tests) to recommend improvements.
  • Provide input into budget development and ensure alignment with evidence‑based standards and state requirements.
  • Builds community capacity and readiness to develop additional school district or borough/township coalitions to expand participation in effective primary prevention activities.
  • Serve as a spokesperson in public forums and media settings to promote prevention initiatives.
  • Identifies high‑risk populations through data collection and collaboration and develops appropriate prevention strategies.
  • Takes a lead role in Pennsylvania Youth Survey (PAYS) activities, including attending EPIS and DDAP trainings/webinars, increasing school district participation, analyzing data, and developing an inclusive communication strategy.
  • Leads efforts to meet DDAP deliverables, including community needs assessments, development of defined prevention plans, program evaluation, and required reporting.

 

Operational Management & Staff Supervision

  • Oversee daily operations, coordinate staff and consultant schedules and assignments, and facilitate team meetings.
  • Monitor program performance monthly and prepare written and verbal reports for stakeholders.
  • Provide individual supervision and conduct annual performance reviews.
  • Support staff in delivering high‑quality, evidence‑based prevention services.

 

Community Engagement, Public Education & Interagency Collaboration

  • Make presentations to community groups to increase awareness of behavioral health issues particularly substance use and gambling prevention.
  • Prepares a variety of media and informational materials on substance misuse, gambling prevention, and harm‑reduction topics.
  • Reviews, evaluates, and utilizes traditional and digital media strategies for disseminating ATOD and problem gambling information.
  • Build and maintain partnerships with coalitions, advisory boards, health providers, children’s services, and other community organizations.
  • Coordinates Fetal Alcohol Syndrome information dissemination as per DDAP Prevention Action Plan.
  • Conducts Court Reporting Network (CRN) screenings for DUI offenders and records information in the PennDOT online database; completes required CRN training.
  • Performs related duties as required.

 

School-Based Prevention, Training & Technical Assistance

  • Provide technical assistance and training to school staff on substance use and gambling prevention curriculum, policy development, and prevention best practices.
  • Support school districts in requests
  • Provide direct community and school prevention services including presentations, consultation, coalition support, and policy development.
  • Travels throughout Cumberland and Perry Counties to deliver prevention programming.

 

Other Duties

  • Performs other related duties as assigned.
  • Evening and occasional weekend work may be required.

 

Minimum Requirements to Perform the Work: 

Education:

  • Bachelor’s degree in health education, Education, Psychology, Counseling, Human Services, Social Services Behavioral Services or related field, plus computer training.
  • Master’s degree (Preferred)
  • Certified Prevention Specialist or other Certification through the PA Certification Board or licensure (Preferred) 

 

Work Experience:

  • At least two years of experience in drug and alcohol prevention or early intervention.
  • At least one year supervision experience and/or leadership experience including coordinating programming or projects in the community. 

 

Substitution:

  • An equivalent combination of training and experience may be accepted. Related education may be substituted for the required experience, and appropriate experience may be substituted for the required education.

 

Clearances:

  • Prior to employment candidate must receive clearances from: PA State Police, FBI, PA Child Abuse Registry, and Office of the Inspector General. These clearances must be maintained throughout employment.
