Under this Accelerated-Hire announcement, all applicants who meet the minimum requirements at the grade level for which they apply will be forwarded to the Selecting Official for consideration. This authority authorizes the appointment of Excepted Service T5 NG Employees and T32 Technicians without the requirement to utilize competitive procedures. Veterans Preference DO NOT APPLY for this announcement.

SUMMARY OF DUTIES: The primary purpose of this position is to implement and support integrated prevention programs. It collaboratively identifies, implements, and assesses public health-informed and evidence-based prevention policy, practices, programs and processes. Supports healthy climate/culture to eliminate harassment, sexual violence, family violence and self-directed harm using a public health perspective and socio-ecological theoretical lens. This involves an integrated, multi-agency, and collaborative approach with other Wings/Regions, Joint Force Headquarters (JFHQ), and local programs with a nexus to integrated primary prevention (IPP) efforts.

  • Serves as the point of contact for harm and abuse prevention programs and activities; provides program coordination and serves as the subject matter expert for the Wing/Region IPP program.
  • Serves as the Primary Prevention Integrator (PPI) managing all aspects of a complex integrated primary prevention program (P3) for the Wing/Region.
  • Serves as the Wing/Region point of contact for the suicide prevention program, workplace and domestic violence programs in a non-clinical primary prevention, here after referred to as prevention, role in coordination with applicable offices and community agencies. Delivers initial prevention activities, averting harm or abuse before it occurs. Identifies risk and protective factors that lead to or protect against unhealthy or unsafe behaviors.
  • Supports inter- and intra-personal violence prevention efforts and programming through the Wing/regional leadership advisory committees, boards and working groups.
  • Serves as the Wing/Region liaison for local military and civilian agencies to promote timely information exchange, coordinate collaborative prevention efforts, and establish resource links and community partnerships.
  • Responsible for developing and overseeing healthy climate, resiliency, risk reduction activities, trainings, and communication campaigns within the Wing/Region.
  • Recruits, trains, and facilitates military volunteers for prevention activity implementation. Provides technical oversight to service members (DSG/M-Day) within the Wing/Region who are assigned to perform integrated prevention activities at the Unit level. Conducts trainings around prevention activities, processes, and planning.
  • Performs other duties as assigned.

Qualifications

GENERAL EXPERIENCE: Degree: Behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

SPECIALIZED EXPERIENCE: Must have at least one year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

CONDITIONS OF EMPLOYMENT & NOTES:

  1. Must be able to obtain and maintain a Secret Security Clearance. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.

  2. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).

  3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

    1. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  1. May require travel in military and/or commercial aircraft to perform temporary duty assignments.

  2. The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid drivers license is mandatory.

OTHER Requirements

For positions requiring the operation of motor vehicles, candidates must have a valid state drivers license for the state in which they live or are principally employed.

For all other positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

NOTES TO CANDIDATES:

a. The agency is not authorized PCS expenses, but relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable travel regulations.

f. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employees Form I-9 to confirm work authorization.

g. Financial Suitability - It is the policy of the government not to deny employment simply because an individual has been unemployed or has had financial difficulties that have arisen through no fault of the individual. Information about an individuals employment experience will be used only to determine the persons qualifications and to assess his or her relative level of knowledge, skills, and abilities. h. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons:

  • Dismissal from employment for delinquency or misconduct;
  • Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct;
  • Intentional false statement or deception or fraud in examination or appointment;
  • Habitual use of intoxicating beverages to excess;
  • Reasonable doubt as to the loyalty of the person involved to the Government of the United States;
  • Any legal or other disqualification which makes the individual unfit for service;
  • Lack of United States Citizenship.

i. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken.

j. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position.

The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.

Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world.
