A government professional-services firm is seeking an experienced
Principal Contract Specialist / Program Manager to support a potential U.S. Navy contract at a shipyard in Kittery, Maine. This is a
contingent position, contingent on contract award, government approval, and meeting applicable position requirements.
Position OverviewThe Principal Contract Specialist / Program Manager will lead the on-site acquisition-support team, serve as the primary interface with the government Contracting Officer and COR, and hold full authority for the team’s performance, quality, and staffing. May also serve as the contract manager.
Responsibilities: Manage the embedded team; ensure performance against the PWS and QASP; oversee quality control, peer review, and knowledge transfer; manage staffing, schedules, time-keeping, and deliverables; provide senior acquisition expertise on the most complex actions; lead transition-out planning.
Required qualifications (PWS §4.3):- 8 years of U.S. Government contracting experience (as above), plus 3 years of government supervisory experience
- DAWIA Contracting Professional Certification or equivalent — DAWIA Level IV, or FAC-C (new)/FAC-C-DoD, or FAC-C Level III (legacy) — AND DAWIA Program Manager Advanced (DAWIA III PM) or equivalent
- Bachelor’s degree (Business preferred)
- U.S. citizenship; CAC/DBIDS eligible
- Expert federal-contracting knowledge; advanced Excel and federal-systems proficiency (as above)
- Experience training, mentoring, or knowledge-sharing
Work Location & Schedule
- Location: On-site at a U.S. Navy shipyard in Kittery, Maine
- Employment: Full-time, W-2
- Schedule: Monday through Friday, 8 hours per day
- Operating Hours: 6:00 a.m. to 5:00 p.m. Eastern Time
- Telework: Only when approved by the government
Eligibility Requirements8 years of U.S. Government contracting experience; a specified contracting certification or equivalent; a bachelor's degree; advanced Excel skills; and proficiency in federal acquisition systems.
Candidates must also:
- Be a U.S. citizen.
- CAC/DBIDS eligible
- Be able to work on-site in Kittery, Maine.
Security clearance note: The solicitation references an active security clearance at the time of award. The specific clearance level is currently being confirmed with the Contracting Officer.
