Position Summary

Lead, oversee and participate in the more complex and difficult work of staff responsible for performing a wide variety of professional engineering work in support of assigned Capital Improvement Projects and day-to-day operations of assigned facility; assume management responsibility for various engineering projects and perform a variety of technical tasks relative to assigned areas of responsibility.

Essential and Supplemental Functions

ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.

  • Direct, coordinate and review the work of staff responsible for performing a wide variety of professional engineering work.
  • Plan, direct and participate in the review and approval of a wide variety of engineering plans, specifications and drawings.
  • Train assigned employees in their areas of work including engineering methods, procedures and techniques.
  • Verify the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.
  • Serve as project manager for a variety of engineering projects; participate in the development of policies and procedures; participate in the preparation and administration of the project budget.
  • May oversee and coordinate the repair and maintenance of City traffic signals, signs, pavement markings and streets; review and approve sign and marking replacement work orders.
  • Oversee the administration and enforcement of City flood plain and drainage ordinances; review and approve drainage plans for compliance with ordinances.
  • Coordinate assigned activities with those of other divisions, outside agencies and organizations.
  • Estimate time, materials and equipment required for jobs assigned; requisition materials as required.
  • Ensure adherence to safe work practices and procedures.

In addition to the above Essential Functions, when assigned to the Department of Municipal Development, Engineering Division/Storm Drain Design Section or the Planning Department, Development Review Services Division/Hydrology Section:

  • Plan, organize and administer the management and inspection activities related to the Citys Storm Waste Management Plan (SWMP) in accordance with the Citys EPA MS4 Permit.
  • Plan, organize and administer the permitting, monitoring, inspection, enforcement, pollution prevention and data management activities of the Citys MS4 permit in accordance with Federal, State and local laws.
  • Develop and implement the Citys Storm Water Management Plan.
  • Provide information to the public on storm water regulations and best management practices.
  • Explore funding programs including grants, develop budgets to support program activities.

SUPPLEMENTAL FUNCTIONS:

  • Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
  • Attend and participate in professional group meetings; stay abreast of new engineering trends and innovations within the field of assignment.
  • Serve as the liaison for assigned area with other City departments, divisions and outside agencies; negotiate and resolve sensitive and controversial issues.
  • Perform related duties and responsibilities as required.

Minimum Education, Experience And Additional Requirements

Bachelors degree from an accredited college or university in Civil Engineering or a related field; and

Six (6) years professional engineering experience; and

To include four (4) years supervisory experience

OR

Masters degree from an accredited college or university in Civil Engineering or a related field; and

Four (4) years of professional engineering experience; and

To include four (4) years supervisory experience.

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Drivers License, or the ability to obtain by date of hire.

Possession of a City Operators Permit (COP) within six (6) months from date of hire.

Possession of a valid Professional Engineer (PE) license.

If applicant has an out of state PE license, must obtain State of New Mexico license within six (6) months from date of hire.

Working Conditions

Environmental:

Field and office environment; travel from site to site; exposure to noise, dust, grease, smoke, fumes, gases; may work in or with water or around heavy construction equipment.

Physical:

Essential and supplemental functions may require maintaining physical condition necessary for sitting, walking or standing for prolonged periods.
