General Description of Duties

Salary $95,576.00 - 121,867.20 Annually (Depending on Qualifications and Experience)

This is a highly advanced professional and supervisory engineering position. Under general supervision, the special projects liaison serves as a high-level coordinator and neutral facilitator responsible for managing County incentivized initiatives, resolving complex issues that span multiple government entities, and acting as a point of contact between the stakeholders and government departments. This role functions similarly to an ombudsman but with a proactive focus on strategic projects and process improvement. This position works with considerable independence and requires advanced technical knowledge.

Essential Job Functions

  • Manages, organizes, and directs project management activities for special projects, ensuring they are organized and executed in alignment with the county's strategic objectives.
  • Coordinates engineering and construction issues with other county departments, divisions, other governmental agencies, applicants, developers and engineers during the review and construction of development projects.
  • Performs site inspections where assessments are being performed and provides immediate recommendations for corrective actions as necessary.
  • Conducts meetings with the consultant engineers to discuss, debate, analyze and resolve all aspects of engineering designs and analysis issues related to developments.
  • Attends and participates in community meetings as necessary and prepare presentations to County Departments, Board of County Commission and the Planning Commission regarding specific development issues, regulations, procedures and policies.
  • Advises developers, engineers, and the public on county policies regarding storm water management, road design, grading design and other development related issues.
  • Represents the division and the department at various meetings and conferences and on local technical and advisory committees.
  • Prepares and submits required reports on section activities.
  • Initiates and effectively recommends for approval to the Division Manager, hiring, termination, performance evaluations and disciplinary and/or commendatory actions for assigned personnel.
  • Serves as a liaison to resolve conflicts and promote effective collaboration among government agencies and stakeholders.
  • Assists stakeholders in navigating services and addressing concerns efficiently.
  • Leads collaborative reviews and meetings with staff, consultants, and technical experts to resolve complex development issues and ensure proposals comply with codes, policies, and regulations.
  • Participates in inter-agency meetings and stakeholder briefings to gather input and resolve concerns.
  • Facilitates communication between stakeholders, agencies, and departments to enhance service delivery during the planning and construction phases.
  • Recommends process improvements for complex services, including engineering and technical reviews.
  • Tracks project progress, follows up on actions, and reports key updates and recommendations to county leadership.
  • Performs additional duties and tasks as may be assigned or as may be necessary, relating to the departments function.

Minimum Qualifications

Education: Bachelors Degree in a related Engineering field.

Experience: Eight (8) years of engineering experience showing increasing levels of responsibility.

Required Licensure/Certification:

  • Must be registered as a Professional Engineer in the State of Florida.
  • Must possess a valid Florida Drivers license.

Knowledge, Skills and Abilities

  • Extensive Knowledge of the principles and practices of engineering.
  • Considerable knowledge of engineering design and transportation issues and programs.
  • Ability to maintain effective working relationships with diverse professionals and other County staff.
  • Ability to communicate effectively both orally and in writing with various groups and individuals.
  • Ability to plan, organize, expedite, and set work priorities for program and assigned staff.
  • Strong knowledge and hands on experience with storm water modeling and software.
  • Ability to develop procedures to carry out policies.
  • Knowledge of the principals and practices as applied in local government work program implementation, planning and goal setting.
  • Knowledge of local, state, and federal regulations pertaining to county issues, regulations, and programs relative to organizing and maintaining an effective department.
  • Ability to plan, organize, and direct effectively.
  • Ability to present information, ideas, and recommendations clearly.
  • Ability to exercise mature and sound judgment.
  • Knowledge and ability to supervise, coach, and develop employees.

  • Highly analytical and organized, with sound judgment and the ability to identify when additional follow-up or analysis is needed.
  • Independent and diplomatic, with interpersonal skills to maintain productive relationships across departments and agencies.

PHYSICAL DEMAND REQUIREMENTS:
