The Position

The Riverside Fire Department is accepting applications for the position of Principal Intelligence Analyst to fill one (1) vacancy in the Special Services Division (Office of Emergency Management). The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months. The position may require travel within the local and regional area for meetings, assessments, and events, and occasional multi-day travel for training or conferences.

This position serves as the Principal Intelligence Analyst, also known as the Director, of the Safety and Tribal Regional Analysis Center (STRAC), the Inland Empire's multi-agency all-hazards/all-crimes fusion center. The STRAC provides comprehensive strategic and tactical analytic support, products, information sharing, and training to first responders and tribal nations in the Inland Empire Region (Riverside and San Bernardino Counties). The Principal Analyst is responsible for management of daily operations to include all programs and personnel assigned to the STRAC along with ensuring information, support, and services are timely and relevant to partners within the region. The Principal Analyst will demonstrate successful leadership capabilities and decision making pertinent to working in the intelligence field to guide the STRAC to success!!

Location of the STRAC fusion center will be in the City of San Bernardino.

Work Performed

  • Provide strategic vision, information, and direction to subordinates and oversee all STRAC management staff and personnel.
  • Implement the Baseline Capabilities for State and Major Urban Area Fusion Centers; including the Suspicious Activity Reporting (SAR) Fundamentals and Processes and National SAR Initiative (NSI).
  • Ensure STRAC operations are compliant with applicable STRAC policies, California and federal statues, criminal justice information system requirements, 28 CFR Part 23, and Privacy, Civil Rights and Civil Liberties related laws.
  • Establish and maintain professional relationships and collaborate with federal, state local, tribal, territorial, and private sector partners, along with the Joint Regional Intelligence Center and other fusion centers within the State Threat Assessment System.
  • Represent the STRAC and its interests at professional functions, regional and national meetings, committee meetings, and data calls. Make presentations on behalf of the STRAC at conferences and other events.
  • Develop evaluation criteria, annual operational performance goals, and prepare reports and briefings for quarterly governance board meetings.
  • Preparation of annual budget submissions, grant applications, and requirements.
  • Oversee the development and implementation of appropriate Standard Operating Procedures and other policies that protect individual privacy, civil rights, and civil liberties.
  • Ensure the STRAC leadership team is properly trained on current laws and guidelines that govern the collection, retention, and dissemination of intelligence along with all other fusion center requirements.
  • Ensure STRAC personnel are correctly managing and documenting all mandated grant reporting requirements.
  • Oversight of the Critical Infrastructure Protection Program (CIPP), including the development of private sector cooperation strategies.
  • Coordinate with the California State Threat Assessment System (STAS), National Fusion Center Association (NFCA), the National Intelligence Community, Department of Homeland Security Intelligence and Analysis, High Intensity Drug Trafficking (HIDTA) Investigative Support Centers (ISC), and other relevant regional first responder associations.
  • Coordinate with the Urban Area Securities Initiative (UASI) Program Administrator and the State Homeland Security Program (SHSP) county programs regarding regional needs.
  • Provide guidance in planning, directing, and coordinating overall intelligence programs.
  • Coordinate long- and short-term strategies for threat liaison officer training, critical infrastructure protection, intelligence and analysis, and private sector goals.
  • Lead or direct the evaluation and assessment of new or emerging technology to support the region's needs.
  • Organize, coordinate, schedule, and provide supervisory support during emergency events, planned special events, training events, and exercises.

Qualifications

Education: Bachelor's Degree from an accredited institution in Criminal Justice, Emergency Management, Homeland Security, Cybersecurity, Public Administration, Statistical Analysis, or a closely related field. Master's degree preferred.

Experience: Seven years of experience working in a related field, including experience in homeland security, intelligence, law enforcement, fire service, emergency management or other similar public safety fields. Individual must have a minimum of five (5) years of supervisory level experience leading and managing a group of people and large projects.

Necessary Special Requirements

  • Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.
  • Security clearance eligibility: Must be eligible to receive and maintain a U.S. Government SECRET clearance, up to a TOP Secret clearance level.
  • US Citizenship is required.
  • Background check requirement: Must be able to pass a law enforcement background check, before commencing employment or performing services.
  • Availability to work include holidays and weekends to support critical or emergency situations.

Benefit Level II includes Senior Management, Management and Professional classifications (Exempt)

The City offers an attractive benefits package, the central provisions of which are as follows:

  • Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.

  • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.

  • Health Insurance - The City offers six health insurance plans and contributes up to $1,734 per month for HMO plans (family coverage).

  • Dental Insurance - The City provides three dental insurance plans and contributes up to $85 per month.

  • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.

  • Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).

  • Deferred Compensation - The City will contribute the following amounts per month, with a minimum employee contribution of $12.50 per check:

  • Management and Professional Units: $150/month

  • Senior Management Unit: $175/month
