Responsible for overall safety operations and risk management activities.
## Essential Duties and Responsibilities
The following duties and responsibilities are not all inclusive. Other duties may be assigned.
 
*Safety *
- Responsible for planning, developing and administering all safety programs, safety training and safety initiatives to ensure a safe, healthy, work environment for City employees.
- Lead safety improvements ensuring that all Department Heads are pursuing improvement in safety performance and that the City is continuously measuring and improving its safety performance.
- Recommends procurement, use and installation of safety or hazard control equipment, and updates of policies and procedures as necessary.
- Lead City-wide safety efforts across departments, including the Safety Committee.
- Work with Department Heads on developing training requirements and plans.
- Develop, present and coordinate safety-training activities and training programs for all City Departments. Training will include CPR, Flagger Certification, etc.
- Monitors safety and first aid equipment and supplies, such as AEDs, first aid kits, fire extinguishers, etc., to ensure they are functional and ready for use when needed. Responsible for purchasing new equipment and supplies for outdated materials.
- Monitor and respond to behavior issues, safety and customer concerns in accordance with standards of procedures. Enforce established rules and regulations. 
- Conduct safety inspections of work sites.
- Complete injury, near miss and accident investigations.
- Implement best practices in accordance with OSHA principals.
- Implement and maintain a City Safety Manual.
- Maintain any and all MSDS sheets.
- Represent the organization in community or industry safety groups and programs including Colorado PRIMA.
 
*Risk Management*
- Manage all workers compensation injuries including reporting, communication and prevention.
- Manage all other elements of workers compensation including choosing designated providers and all compliance requirements.
- Proactively identify risk exposures and potential hazards within our facilities and work sites. Develops action plans to eliminate and/or reduce risk exposure.
- Identify and anticipate safety concerns and hazards by ensuring the timely investigation of all accidents. Review written reports and recommends preventative or corrective measures to reduce and eliminate accident reoccurrence.
- Inspect buildings, facilities, job sites, equipment and structures for existing or potential hazards; recommend corrective actions.
- Coordinate and document loss control activities including but not limited to site audits, fire and other emergency drills and other recommended preventative activities.
- Support the City's compliance efforts with environmental requirements and obligations.
- Report and handle all property and casualty claims.
- Participate in the selection and recommendation for any and all risk and liability insurance purchases including but not limited to property and casualty coverage, general liability insurance, automobile insurance, cyber insurance and flood insurance.
- Coordinates City's emergency operations and training on it.
- Assist with emergency response coordination for City-wide events and concerns.
- In collaboration with other Department Heads, assist with risk analysis for City activities and events including but not limited to Trapper Days and Fourth of July celebrations.
- Serve as ADA Coordinator.
- Work with regional authorities to coordinate emergency management preparedness.
- Understand and coordinate the completion of any requirements or best practices under the Federal Emergency Management Agency (FE A) and the National Incident Management System (NIMS). 
- Participates in activities and duties related to emergency management during a local disaster as directed by city officials.
 
*Other general duties*
- Manages contracts and resulting warranties and ensures compliance with City purchasing policies and procedures.
- Coordinate and contract for services as needed including negotiations, bidding, and contract preparation and administration and delegate as appropriate. 
- Responsible for monitoring and planning office and facility space usage, including ergonomics of the office space.
- Work with facilities management to ensure safety and security of facilities, including safety and security systems, fire alarms and fire suppression systems, and elevator operation and safety.
- Support the pursuit of grants associated with safety initiatives.
- Coordinate emergency management, emergency preparedness, and homeland security planning for the City of Fort Lupton 
- Ensure compliance with all City and departmental values, policies, procedures and philosophies and Federal, State and local laws and industry regulations.
## Qualifications and Requirements
EDUCATION:
- Bachelor's degree in safety, health, industrial hygiene, or related field and at least seven years of experience and/or training; or equivalent combination of education and experience. 
 
EXPERIENCE:
- Two to five (2 to 5) years safety and risk management experience.
- An equivalent combination of education and experience to provide for the required knowledge, skills and abilities.
 
PREFERRED QUALIFICATIONS: 
 
LICENSES AND CERTIFICATIONS
- Associate Safety professional (ASP), Certified Safety Professional (CSP), or Certified Utility Safety Administrator Certification (CUSA) designation preferred.
- CPR, First Aid and AED Certification or attainable within 180 days of hire.
- CPR, First Aid and AED Instructor Certification or attainable within 365 days of hire.
- Valid Class R Driver's License at the time of application.
- ADA Coordinator Certification preferred.
