Job Title:  Principal Subcontracts Administrator

Job Summary:
The Principal Subcontracts Administrator will be responsible for managing and overseeing the full lifecycle of subcontracts in support of Defense related programs. This includes solicitation, negotiation, award, administration, and close-out of subcontracts. Ensuring compliance with government regulations, applicable law and corporate policies while maintaining effective relationships with subcontractors and internal stakeholders are essential for success in this role.
 
Primary Responsibilities:
 
Acquisition Planning:
  • Develop Purchasing/Acquisition Plan for a complex design/build program
  • Provide inputs to the Integrated Master Schedule and Program Budget, as requested by Program Management.
Solicitation and Source Selection:
  • Develop and issue Requests for Information (RFI), Requests for Proposals (RFPs) and Requests for Quotations (RFQs) to potential subcontractors.
  • Evaluate responses, proposals and quotations, conduct source selection, negotiate terms and conditions, perform cost/price analysis etc.
Subcontract Award and Administration:
  • Perform market research.
  • Draft, review, and negotiate complex subcontract agreements, ensuring compliance with FAR/DFARS, laws and other regulatory requirements.
  • Administer subcontracts, including modifications, ensuring timely delivery, quality, and performance.
  • Ensure change management principles are upheld
  • Serve as primary functional representation, subject matter expert and cross-functional leadership to the Integrated Project Team on behalf of the Supply Chain function.
  • As requested, peer review subcontract files for other Subcontracts personnel.
  • Effectively manage for change and control communications between technical personnel with subcontractors to ensure effective change management.
 
Compliance and Risk Management:
  • Ensure adherence to all applicable laws, regulations, codes and internal policies.
  • Identify and mitigate risks associated with subcontracts, including financial, schedule, and performance risks.
  • Maintain compliant procurement files and support Contractor Purchasing System Review (CPSR) as needed.
Supplier Relationship Management:
  • Establish and maintain strong relationships with subcontractors, acting as the primary point of contact.
  • Resolve issues and disputes, facilitating effective communication and collaboration between subcontractors and internal teams.
  • Manage multiple subcontracts with multiple suppliers.
  • Provide opportunities for small business participation.
  • Review supplier invoices for compliance with the terms of a subcontract.
Documentation and Reporting:
  • Maintain accurate and complete subcontract files and records.
  • Prepare and present reports on subcontract status, performance, and compliance to management, suppliers, and/or customer.
  • Provide regular schedule and budgetary updates regarding subcontracts to the Program Management and Finance departments.
  • Track own performance against Key Performance Indicators (KPIs) and submit timely data to leadership team.
  • Perform price and costs analysis, as required.
Continuous Improvement:
  • Participate in improvement initiatives to enhance subcontracting practices and efficiency.
  • Stay current with industry trends, best practices, and regulatory changes.
 
Cross-Functional Collaboration: Work closely with engineering, program management, contracts, planning, and other departments.
Leadership:  Act as team lead and coach, mentor and provide guidance and oversight for those earlier career / less experienced employees on the team.
 
Qualifications:
  • Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education.
  • A master’s degree or professional certification (e.g., CPSM, CFCMM) is a plus.
  • 7+ years of professional experience; or 3-5 years of professional experience with a related Masters degree, preferably in the defense or aerospace industry.
  • Proven experience with FAR/DFARS and government contracting.
  • A previous Delegation of Authority (DoA) in a similar role.
  • Previous experience leading an Integrated Product Team (IPT).
  • Experience on modernization or facilitation programs in support of the DOD is preferred.
  • 2+ years Team Lead or Mentoring experience.
