HDILS products help hospitals manage populations to improve patient care andenable research and clinical trials at global scale. Our customers include leading pharmaceutical, biotechnology, and healthcare organizations including the US Government.

This position sits within HDILS Core Services and reports to the Senior Director of Program Management . Core Services is the "invisible backbone" that makes application development across the org faster, safer, and more joyful by eliminating bottlenecks and delivering foundational, reusable capabilities that no single product team should have to reinvent (e.g., security/compliance embedded in CI/CD, consistent deployment tooling, shared observability).

Core Services' mission is to eliminate friction, amplify engineering impact, and deliver foundational capabilities that enable every team to move faster with greater consistency-while preserving developer happiness and operational excellence at scale. As an IC4 TPM, you will partner Core Services platform engineering teams to drive planning and execution for delivery of internal platforms, tools, and reusable services that enable broader HDILS initiatives. You will also lead complex, cross-organization technical programs across a large-scale engineering organization (~1800 people) spanning the US, Canada, Europe, and India. You will drive execution across multiple products and shared platforms deployed across multiple OCI regions and realms. Focus areas include security and compliance , cost and efficiency , developer experience (DevX) , and disaster recovery (DR) to accelerate platform delivery and resilience-along with major initiatives such as migrating legacy AWS regions to OCI and accelerating regional rollout in regulated US federal environments.

Responsibilities

Key Responsibilities

End-to-end Program Leadership

  • Lead complex cross-org programs through the full program lifecycle: intake, planning, execution, launch/readiness, and retrospectives with measurable outcomes.

  • Build and maintain integrated program plans across multiple teams/workstreams (scope, milestones, dependencies, critical path, resourcing).

  • Establish program governance and operating rhythm (weekly execution, milestone reviews, risk reviews, executive updates), driving closure on action items and decisions.

  • Partner with senior ICs/architects to identify root-causes of problems and practical solutions to solve them.

  • Ensure every program demonstrates clear ROI (e.g., saved engineering hours, improved deployment frequency, reduced cycle time).

Shift-Left Security, Compliance, and Governance

  • Lead security/compliance programs that integrate controls into the development lifecycle ("shift left with care"), emphasizing automation and tooling over checklist-driven enforcement.

  • Partner with Oracle Health and Oracle corporate compliance teams to drive execution: milestones, remediation tracking, evidence readiness planning, audit preparedness inputs, and release gating dependencies (as applicable).

  • Surface and manage risk early with clear mitigation plans, owners, and timelines.

Disaster Recovery & Resilience Programs

  • Lead cross-org DR programs to improve platform and service resilience across multiple OCI regions/realms, including government and commercial environments.

  • Drive DR strategy execution and program governance: defining scope, tiering/criticality, dependencies, runbooks, and timelines aligned to business and compliance needs.

  • Coordinate DR readiness using measurable goals (e.g., DR test plans, RTO/RPO, test execution status, remediation closure, and operational maturity).

Cloud Platform Delivery & Migration Programs

  • Lead large-scale migration/modernization programs (e.g., AWS-to-OCI), including dependency mapping, cutover planning, rollback planning, and production readiness coordination.

  • Partner with OCI hosting and cloud operations/SRE to align environment readiness, change management, incident readiness, and operational launch criteria.

Cost, Efficiency, and Developer Experience (DevX)

  • Drive initiatives that measurably improve platform cost efficiency and engineering productivity: CI/CD improvements, automation, standardization, self-service tooling, and reduced lead time for change.

  • Define success metrics/OKRs and program dashboards/trend reporting; ensure outcomes are measurable and sustained post-launch.

Cross-Functional Release Readiness & Stakeholder Management

  • Drive alignment across engineering functions (development, QA, automation, performance, configuration/environment management, UX, technical writing) and cross-functional partners (product management, cloud operations, services/support readiness).

  • Communicate progress, tradeoffs, and decisions needed through crisp exec-ready readouts; lead escalations with options and impact analysis.

  • Facilitate retrospectives and continuous improvement to strengthen delivery reliability and cultural consistency.

Required Qualifications

  • 8+ years of technical program/project management, software delivery, or related roles in a software engineering environment.

  • BS degree or equivalent relevant experience.

  • Experience leading complex technical programs in large-scale software and/or cloud platform environments, coordinating cross-org initiatives with executive visibility.

  • Demonstrated strength in organization, communication, negotiation, and leadership without direct authority; ability to drive adoption through influence (not mandate).

  • Strong execution discipline: planning, dependency management, risk/issue management, decision-making, and escalation leadership.

  • Track record of driving measurable improvements in cost efficiency, reliability, and developer productivity at platform scale.

  • Technical fluency with cloud software delivery and modern SDLC practices; experience operating in Agile environments.

  • Proficiency with Jira , Confluence , and program planning tools such as MS Project (or equivalent); ability to produce clear plans, dashboards, and executive reporting artifacts.

  • Experience working with globally distributed teams across multiple time zones.

Preferred Qualifications

  • MS degree or equivalent relevant experience.

  • Experience delivering programs in regulated or compliance-heavy environments (e.g., security and vulnerability management in government cloud, healthcare).

  • Experience building "tooling-backed process" programs (e.g., compliance automation in CI/CD, standardized release pipelines, shared observability, golden paths).

  • Experience with OCI and/or large-scale cloud migrations.

  • Experience supporting AI-enabled productivity/automation initiatives, including defining basic impact measures (time saved, cycle time improvements, adoption).

US: Hiring Range in USD from: $90,100 to $199,500 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
