Job Description

The City of Raleigh is seeking a Print Services Manager to manage the production of all marketing and administrative printing materials for all City departments. The successful candidate will be organized, resourceful and skilled at building strong relationships with internal clients and vendors. This role collaborates closely with designers, communicators and staff from departments throughout every City department to bring projects to life in print. From posters and mailers to city-wide campaigns, the Print Services Manager delivers solutions that meet quality standards, budget parameters and often tight timelines.

You know how to spot quality issues and work with our vendors towards a solution. You know about bleeds, matte vs. gloss, and how large a booklet can be before it requires special binding. You thrive in a deadline-driven environment and can build strong relationships with your direct report, the full communications team, and your colleagues at all levels across the organization. You believe local government plays a big and often invisible role in residents' everyday life, and you want help connect with them through printed materials.

About Us:

The City of Raleigh is now home to 500,000-plus residents, with more coming every day. As a large city, our communications must align across services, and the Communications Department is the nerve center that coordinates messaging across departments. The Print Services Manager supervises one full-time employee and reports to one of two assistant directors on an overall team of 30.

Duties and Responsibilities

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Manages the full print production lifecycle, from gathering requirements to delivery of final products City-wide, including project plans, schedules, workflows and quality control. Collaborates with the design team and Communications Administrators to provide technical print support and develop print specifications. Ensures quality control and compliance with the brand and copyright standards. Provides critical oversight to resolve escalated issues and conflicts.
  • Provides customer service and technical guidance on print, mailing, and specialty services. Advises on budgets, recommends cost-effective solutions and trains internal clients on print processes.
  • Leads, trains, and supports one direct staff member while fostering a collaborative work environment.
  • Sources, selects, and manages vendors, ensuring competitive bidding and negotiation to achieve cost-effective solutions. Develops and maintains relationships with vendors and ensures timely delivery of materials.
  • Contributes to strategic planning and works to consistently improve workflows to enhance workflow efficiency.
  • Writes and manages RFPs, bids and contracts. Manages job estimates, creates purchase orders, and monitors expenditures against the City-wide contract. Approves final bills for payment and ensures adherence to financial guidelines.
  • Completes administrative tasks, such as approving P-card transactions, monitoring project milestones, and providing input on departmental initiatives and performance measures.

Typical Qualifications

Education and Experience:

Associates Degree or 2 Years of College in Communications, Marketing, Journalism, Public Relations, or related field; 3 to 5 years experience in digital, offset, and web printing processes, print project management, or related field

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Additional Information
