Job Description

Printing Officer Subject Matter Expert (SME) - Washington, DC

Duration: 12+ months, Onsite

Day-to-day Responsibilities:

  • Advise on planning, scheduling, and coordination of printing projects
  • Provide guidance on laws, rules, and regulations for printing and publishing
  • Review and recommend improvements to current printing and mail management practices
  • Advise on long-range printing needs and emerging technologies
  • Provide technical recommendations on print specifications
  • Support mail and postage operations
  • Assist with development of SOPs, checklists, routing procedures, and training materials
  • Conduct quality and compliance reviews of print-related deliverables

Required Skills:

  • Meet OPM Printing Services Series 1654 qualification standards for positions above Client-5
  • Minimum 5 years of experience in print shop and mailroom supervision
  • Knowledge of requirements and Title 44 / GPO regulations
  • Experience in advisory support for printing operations, publishing workflows, and compliance-driven process improvement
  • Experience in planning, estimating, scheduling, or managing printing production
  • Strong written communication skills for SOPs, guidance documents, assessments, and training materials
  • Ability to work with government stakeholders, vendors, and operational teams in a regulated environment

Preferred Skills:

  • Experience with federal civilian agencies or judiciary operations
  • Familiarity with publishing, distribution, and government mail operations
  • Experience in compliance assessments, operational reviews, or modernization recommendations
  • Experience reviewing vendor performance and advising on cost-effective print solutions

Education:

  • Bachelor's degree preferred in fields like business administration, journalism, English composition, commerce, accounting, printing/printing engineering, graphic or commercial art, industrial engineering, or economics; equivalent relevant experience may qualify
