R10095476 Process Safety Engineer/Process Risk Management Representative (Open)Location: Houston, TX (HO) - Engineering - E&C HoustonAir Liquide is hiring for a Process Safety Engineer/Process Risk Management Representative in Houston, TX.The Process Risk Management Representative (PRMR) is responsible for implementing the annual plan for process risk management within his/her perimeter, according to the "Process Risk Management program" established by the Process Risk Manager. Conducting process risk assessments when required and ensuring that the selected risk reduction measures will meet the criteria defined by the Group risk criticality matrix. Performing reviews in the field to confirm the effectiveness of the validated risk reduction measures. Identify, analyze, evaluate & control possible risks, in order to make decisions and to set up action plans to eliminate, avoid or mitigate the consequence of industrial risks.Job ResponsibilitiesParticipate in the development of the annual Process Risk and Reliability Plan for E&C Houston.Supports the Process Risk Manager in assessing, continually improving, and reporting the effectiveness of process risk management and reliability programs across all E&C Houston work.Supports the Process Risk Manager (PRM) in reviewing project criticality at project inception and actively participates in Project Risk register sessions.Conducts comprehensive gap analyses between Client requirements and Company Process Safety Standards/metrics; advises project teams on potential compliance risks and ensures the most stringent safety criteria are adopted.Identifies the need for and leads early-stage risk assessments, such as HAZIDs and What-If analyses driven by risk registers, customer mandates, or company standards, ensuring high-consequence risks are flagged and appropriately budgeted.Issues the process risk management plan for projects under execution, defining all applicable process risk requirements within their assigned perimeter.Leads equipment criticality assessments to define and drive quality program requirements throughout the project execution lifecycle.Review the list of Safety standards applicable to each project within their assigned perimeter.Actively participates in PFD, P&ID, and 3D model reviews to provide expert process safety guidance, ensuring early risk identification and facilitating the strategic planning of subsequent Process Hazard Analyses (PHA)Actively participates in Plot Plan reviews to verify that equipment spacing and hazardous storage separation distances strictly comply with Client specifications, Global Design Safety Requirements (GDSR), and applicable industry best practices.Conduct process risk assessments as applicable (HAZOP, LOPA, SIL allocation, identification of EIS, dispersion studies, etc...), and ensure that the selected risk reduction measures will allow to meet the criteria defined by the Group risk criticality matrix.Establishes the 'Element Important for Safety' (EIS) list for each project, driving formal validation and sign-off from the Investing Subsidiary (Project Owner), Process risk manager as well as the project director.Support technical disciplines in identifying the applicable Air Liquide Industrial Management System (IMS) related Group Procedures, Group Technical Standards, Global and local E&C standards relevant to Process Risk Management.Conduct technical risk audits and site inspections at existing sites (e.g Pre Start-Up Safety Reviews); identify risks, Elements Important for Safety and mitigating actions. Ensure all actions are completed on schedule.Monitors, analyzes, and evaluates applicable local, state, and federal regulatory requirements, engineering codes, and standards impacting process safety. Coordinates findings to present actionable risk and reliability recommendations to the Process Risk Manager and project teams.Additional responsibilities may be assigned based on needs and priorities.Required QualificationsBachelors of Science or Master degree or equivalent in process / chemical / mechanical engineering or a technical field is required.Additional professional training/certifications in Process Safety Management and/or Risk Management Program.Candidates must have valid employment authorization in the U.S. and must not require visa sponsorship now or in the future. This position is not open for non-immigrant visa sponsorship.Minimum of three (3) years of professional experience in process engineering, plant operations, or construction, with a demonstrated exposure to hazard identification and risk assessment methodologies. Experience in industrial gas operations is a plus.Strong foundational understanding of the process safety and operational risks inherent to industrial gas facilities and the broader Engineering, Procurement, and Construction (EPC) lifecycle.Solid understanding of physical hazards in industrial and construction environments, along with a foundational awareness of human and organizational factors (HOF) that influence operational safety.Familiarity with major U.S. and Canadian process safety regulations (e.g., OSHA PSM, EPA RMP) and standard industry engineering codes (API, NFPA, ASME).Familiarity with the theory and application of process safety quantitative/semi-quantitative risk assessment techniques, specifically including LOPA, HAZOP, or SIL assignment is a Plus.Strong interpersonal and leadership skills, with a proven ability to collaborate effectively across multidisciplinary project execution teams and influence safety culture.Strong oral and written communication skills.
