Process Safety Manager PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating, through its subsidiaries, oil refineries and related facilities. We have an opportunity at our Martinez Refinery in California and are seeking a talented Process Safety Manager to join our team as a pivotal member that would play a key role here at PBF Energy. The Process Safety Management (PSM) Manager is responsible for the development, implementation, review, audit, promotion, and revision of the Refinery’s Process Safety Management System (PSMS) and Risk Management Plan (RMP). The PSM Manager is also responsible for ensuring compliance with federal, state, and local process safety regulations, and for ensuring compliance with corporate policies. This position reports to the Health, Safety, Security, and Environment Manager. The successful candidate will exercise their leadership skills, regulatory and technical experience to support the Martinez Refinery in achieving exceptional process safety compliance. Job Responsibilities May Include: Responsible for the oversight, development, documentation, implementation, review, and revision of Cal/OSHA PSM, CalARP, EPA RMP, and Contra Costa County Industrial Safety Ordinance (ISO) programs, including: PHA/LOPA Incident Investigation, Root Cause Analysis MOC MoOC PSSR Compliance Audits Facility Siting Offsite Consequence Analysis (Fire, Explosion, Dispersion modeling) Human Factors Hierarchy of Hazard Control Analysis (HCA)/Inherently Safer Systems Analysis (ISSA) Coordination with other Refinery departments to comply with requirements for Process Safety Information, Operating Procedures, Training, Mechanical Integrity, Contractors, Emergency Planning and Response, Hot Work Permits Regulatory interface with Cal/OSHA, Contra Costa Health, CalEPA, and US EPA Provides leadership and technical expertise, guidance, and assistance to reduce risk and to ensure safe and reliable facilities and operations Submission of ISO Safety Plan, CalARP RMP, and EPA RMP Oversight of flare and relief support Tracking and reporting of corporate and regulatory process safety metrics Monitoring of compliance progress and ensure timely completion of requirements Ensure corrective actions from compliance audits are properly scheduled and implemented in a timely manner Monitoring of regulatory changes and significant incidents at other refineries/chemical plants Conducting risk assessments in accordance with PBF Risk Assessment Policy, applying the PBF Risk Matrix Supporting the triennial process safety audit conducted by regulators Maintenance of process safety procedures Lead and participate in circuit PSM compliance audits Position Specific Requirements: Available in off hours and days to respond to refinery issues or emergencies, including on-call emergency response functions. The facility is strategically positioned on the Gulf Coast with strong logistics connectivity that offers flexible raw material sourcing and product distribution opportunities, including the potential to export products.  Our East Coast refineries, at Delaware City and Paulsboro, have a combined refining capacity of 370,000 bpd and Nelson Complexity Indices of 11.3 and 13.2, respectively. These high-conversion refineries process primarily medium and heavy, sour crudes and have historically received the bulk of their feedstock via ships and barges on the Delaware River but have the capability to receive crude shipments via rail into crude rail unloading facilities at our Delaware City refinery. Our Midcontinent refinery, at Toledo, processes light, sweet crude, has a throughput capacity of 170,000 bpd and a Nelson Complexity Index of 9.2. The majority of Toledo’s WTI-based crude is delivered via pipelines that originate in both Canada and the United States. Since our acquisition of Toledo in 2011, we have added additional truck and rail crude unloading capabilities that provide feedstock sourcing flexibility for the refinery and enables Toledo to run a more cost-advantaged crude slate.
