The mission of the Department of Insurance is to enforce the insurance laws and regulations of the state impartially, honestly and expeditiously.

The Louisiana Department of Insurance is seeking a Procurement Analyst 1/2/3 to join the Office of Management & Finance, Purchasing Division. This position supports the Departments daily operations by coordinating the procurement of goods and services, administering purchasing and contracting activities, and ensuring compliance with state procurement laws, policies, and procedures. Youll work with agency staff, vendors, and state partners to deliver efficient, cost-effective purchasing solutions that support the Departments operational needs. Minimum Qualifications

Three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

Six years of full-time work experience in any field; OR

A bachelor's degree.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

As a Procurement Analyst 1/2/3 in the Office of Management & Finance/Purchasing Division you will/may:

  • Coordinate the purchase of goods and services needed to support Department operations while learning and applying state procurement laws, policies, and procedures.
  • Prepare purchase requests, purchase orders, bid documents, and other procurement records to support purchasing and contracting activities.
  • Review vendor quotes, bids, and proposals to help ensure purchases meet departmental needs and provide the best value.
  • Communicate with agency staff and vendors to answer procurement-related questions, coordinate purchases, resolve order issues, and monitor deliveries.
  • Assist with the procurement of equipment, technology, software, maintenance agreements, supplies, and other operational resources needed throughout the Department.
  • Maintain purchasing records, contracts, inventory information, and procurement documentation using departmental and statewide procurement systems.
  • Assist with professional service contracts and Requests for Proposals (RFPs) by preparing documentation, maintaining contract files, coordinating procurement activities, and supporting proposal evaluation processes.
  • Research procurement laws, policies, and procedures to help ensure purchasing activities comply with applicable state requirements.
  • Prepare purchasing reports, maintain procurement records, and assist with identifying opportunities to improve purchasing processes and operational efficiency.
  • Coordinate travel-related purchasing activities, including conference registrations, hotel accommodations, and other travel arrangements for Department employees, as needed.

Compensation: The salary will be determined based on qualifications and experience within the established pay range.
