The VA Technology Acquisition Center (TAC) provides dedicated acquisition and program management expertise and support for life cycle management of enterprise-wide solutions in information and technology (IT) to its customers across the VA enterprise. Major Duties:

  • Develops organizational procedures to implement Federal contracting policy, VA Senior Procurement Executive policy and guidance, and Technology Acquisition Center (TAC) Head of the Contracting Activity (HCA) procedural documentation and best practices for a wide range of Information Technology (IT) contracting functions.
  • Serve as a Subject Matter Expert IT converting manual contracting business processes into automated business processes.
  • Analyzes new procurement policies and laws, and interprets changes for senior management prior to issuing updates to contract specialists for implementation in TAC organizational "OPS Alert!".
  • Utilizes 1102 expertise to resolve complex procurement challenges and coordinate with the OALC Office of Procurement for VA policy guidance .
  • Develop operating guidance and procedures for the complex issues that arise and uses them as a basis to provide training to the the Acquisition Workforce.
  • Interpret new legislation and provides synopses for senior level management, contracting staff, and interns.
  • Conduct training of interns and acquisition workforce.
  • Explain impact of new policies, regulations, and guidance to all levels of the workforce in varying modes of communication..
  • Participate as a member of VA-policy-led procurement task forces, or chairs these bodies working on high level procurement issues with agency-wide impact.
  • Write implementation procedures to abide by new and existing contracting policies that can be put into practice operational contracting specialists.
  • Manages the Technology Acquisition Desk Book and writes updated policy impacts to business processes and informs contracting staff via writing and training.
  • Prepare written contracting material for use in training.
  • Prepare briefings on complex procurement issues for use by senior procurement officials.

Work Schedule: Monday to Friday 8:00am to 4:30pm

Qualifications

Basic Requirement for GS-12: Bachelor degree with a major in any field. (Transcript required),

OR

At least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizational and management. (Transcript required)You may qualify based on your experience, as described below: You will be rated on the following Competencies for this position:

Basic Requirement for GS-13: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

Specialized Experience GS-12: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the GS-12 occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Support functions and projects entailing the full scope of procurement activities dealing with reviewing, analyzing, and validating procurement policy, guidance, internal controls, and audits; reviewing, analyzing, and interpreting Federal and Agency regulations, letters, circulars, responses, and policies for application to TAC contractual operations; developing and establishing a wide variety of policies, procedures, and acquisition instructions for Federal Information Technology (IT) contracts necessary for executing the complex, enterprise-wide contracting mission of the Federal Acquisition Center. [Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume]

Specialized Experience GS-13: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the GS-13 occupation in the organization. Examples of specialized experience would typically include but are not limited to: Has served as the Acquisition Center focal point for all matters related to implementation of Federal and VA procurement policy, guidance, internal controls, and audits. Independently reviews, analyzes, and interprets Federal and Agency regulations, letters, circulars, and/or policies for application to Acquisition Center contractual operations; and develops and establishes a wide variety of policies, procedures, and acquisition instructions for the organization. Answers inquiries and provides contracting advice and technical assistance to Acquisition Center personnel regarding general and specific situations encountered for all types of complex contracts (i.e., supply and/or service contracts) or contracting methods that are necessary to plan and execute sound strategies to procure a broad range of long-term, complex requirements. [Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume]

Required: Current valid Certification Required (Federal Acquisition Certification in Contracting Professional or completed Legacy FAC Level II or Level III. [NOTE: If you are a current/former VA employee, you must have completed at least Legacy FAC Level II requirement].
