Procurement Coordinator PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating through its subsidiaries, oil refineries and related facilities. We are seeking a talented Procurement Coordinator to join our team as a pivotal member that would play a key role here at PBF Energy. This role would be located in our Paulsboro Refinery in Paulsboro, NJ or our Delaware City Refinery in Delaware City, DE. This position will provide sourcing, contracting, and general procurement support for Logistics, HQ (corporate), Refinery operations, Maintenance, Turnarounds, Capital Projects, Corporate and other functional areas as necessary. Primary responsibility will focus on Logistics and HQ responsibilities. The Procurement Coordinator reports to the Sr. Manager, Procurement Operations and is primarily responsible for ensuring that the company has met all financial, legal, and technical policies and procedures required to procure needed services, equipment, and materials. This is accomplished through leading sourcing, contracting, supplier performance management, supply market analysis, or other strategic Procurement activities (core procurement activities). The Procurement Coordinator has a high level of experience, functional expertise, and is the key representative of the team to the refinery for these Core Procurement Activities. PRINCIPLE RESPONSIBILITIES: Initiate the contract process per business unit request and in adherence with logistics, refinery and corporate policies. Negotiate terms, conditions and rates with contractors. Develop and execute competitive sourcing events, evaluate proposals, and make award recommendations to the business units. Lead, coordinate and execute sourcing and contracting of complex services, products, technical equipment or materials to support the refinery. Coordinate with local functional areas and other personnel to obtain information, resolve problems and identify contract requirements. Track and maintain new and existing contracts to ensure timely inception, extension, renewal or termination. Lead the development of contractor used criteria or project scopes. Work with Corporate Legal to obtain required legal approval for various types of contracting activities. Create and maintain contracts in SAP and Ariba. Create and maintain purchase orders in SAP. Serve as the contact between business units and contractors for contractual compliance and dispute resolution. Review, approve, and maintain contractor rates and other relevant information in TRACK. Assist in the development and implementation of Procurement strategies, policies, and procedures to achieve business goals. Assist in the development and implementation of strategic goals in conjunction with Procurement management for the sourcing and purchasing of general services, supplies, equipment, and materials. Monitor and analyze supplier performance using internal feedback and maintain supplier scorecards. Provide guidance and training on contract policies to logistics, refinery and HQ (corporate) personnel. Benchmark externally and participate in industry groups and functions to better understand how others are applying sourcing and purchasing programs to improve business results. Lead and participate in cost savings programs and process improvement projects and activities. Develop and elevate team sourcing and purchasing knowledge and capability. Provide forward looking recommendations on supplier trends and guidance based on scorecards, research and partnership with internal and external customers. Continuously develop new sources of supply and maintain the Approved Suppliers List, evaluating supplier performance for pre-qualification. Support the maintenance of ISNetworld contractor requirements for the facilities. Create and distribute weekly or ad hoc reports. Coordinate with other procurement personnel at other PBF sites to ensure alignment with shared vendors. JOB QUALIFICATIONS: Bachelor’s Degree required. 5+ years’ experience in procurement or supply chain required, including the ability to negotiate favorable commercial terms and conditions. 5+ years’ experience in writing/negotiating contracts preferred including a strong understanding of legal terms and conditions. Knowledge of the Microsoft Office Suite (Outlook, Word, and Excel and SharePoint). Ability to communicate clearly at all levels of the organization as well as with suppliers. Negotiation skills and experience. Strong analytical and problem-solving skills. Understanding of Supply Chain Management. Experience with SAP Materials Management module. Experience with additional SAP modules including Plant Maintenance is preferred. Experience with Ariba or other contract management software preferred. Knowledge of accounting and budgeting process controls as it relates to Procurement. This position is on site 5 days a week. The compensation range listed in this posting is in compliance with applicable state law. Factors such as scope and responsibilities of the position, candidate’s work experience, education/training, job-related skills and internal peer equity will be considered in determining the selected candidate’s compensation. Salaries at the time of hire are typically in the lower to middle portion of the above range in order to provide the opportunity to reflect future performance-based increases. The facility is strategically positioned on the Gulf Coast with strong logistics connectivity that offers flexible raw material sourcing and product distribution opportunities, including the potential to export products.  Our East Coast refineries, at Delaware City and Paulsboro, have a combined refining capacity of 370,000 bpd and Nelson Complexity Indices of 11.3 and 13.2, respectively. These high-conversion refineries process primarily medium and heavy, sour crudes and have historically received the bulk of their feedstock via ships and barges on the Delaware River but have the capability to receive crude shipments via rail into crude rail unloading facilities at our Delaware City refinery. Our Midcontinent refinery, at Toledo, processes light, sweet crude, has a throughput capacity of 170,000 bpd and a Nelson Complexity Index of 9.2. The majority of Toledo’s WTI-based crude is delivered via pipelines that originate in both Canada and the United States. Since our acquisition of Toledo in 2011, we have added additional truck and rail crude unloading capabilities that provide feedstock sourcing flexibility for the refinery and enables Toledo to run a more cost-advantaged crude slate.
