Description

The County Executive's Office is seeking qualified candidates for the position of Procurement Management Analyst. This position will provide the chosen candidate with the opportunity to support the Procurement Division by combining both procurement expertise and technical systems expertise.

The Management Analyst (MA) will serve as the subject matter expert for procurement policies. They will rely on their strong writing skills to translate their expertise to training materials, procurement manuals, Standard Operating Procedures (SOPs), etc. Strong interpersonal and effective communication skills will support their ability to lead and deliver training and serve as a procurement consultant to all county departments and special districts. The MA should exemplify thoughtful engagement and collaboration across the organization.

The MA will bring strong technology expertise to the role to assist County departments in implementing OpenGov Procurement, the County's electronic procurement platform. The MA will also be a stakeholder in system development. This includes implementing new functions, executing change management, and operationalizing across the organization. They will also ensure procurement policies are appropriately engaged in the system through regular audits and reporting. Innovative solution-driven systems management will be a core competency of the MA.

The MA will also participate in a variety of special projects, which will engage the MA's analytical foundation, adaptability, and project management skills. Successful candidates will combine procurement and technical systems fluency towards assigned special projects.

Key Responsibilities:

  • Administer electronic procurement platforms.
  • Develop procurement and systems related materials including but not limited to:
  • Training documents
  • SOPs
  • Policy guides and manuals
  • Lead trainings, both virtual and in-person.
  • Provide procurement consultations across a spectrum of staffing levels and procurement expertise.
  • Maintain and develop executive level reports and records.
  • Engage in special projects as assigned.
  • Perform related duties as assigned.

The Ideal Candidate:

  • Has experience in purchasing and RFP development.
  • Has demonstrated knowledge of and experience in government procurement and agreement administration and can serve as a subject matter expert for the County.
  • Is an influential communicator and proven relationship-builder who can successfully collaborate with multiple stakeholders, including department heads, staff members, contractors, and vendors.
  • Is committed to maintaining a high standard of customer service to all departments, contractors, and vendors.
  • Has knowledge of and experience incorporating relevant laws, regulations, and policies that affect and/or regulate government procurement.
  • Has experience assisting with the administration of an e-procurement system.
  • Has systems and technology fluency.
  • Has skills and experience in planning, coordinating, and leading County-wide special projects.
  • Has strong interpersonal relationship skills.
  • Has excellent verbal and written communication skills.

This is a limited-term position. Limited-term positions are full-time, fully benefited, temporary positions. This current position is funded for up to three years, depending on the department's needs. Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).

Qualifications

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • At least three years of professional administrative experience as a Contracts Analyst, and at least one year of experience in relationship management, one year of experience in data reporting, and one year of experience with project management.
  • Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field.

Knowledge of:

  • Knowledge of public procurement processes at the organizational and departmental levels.
  • Principles and practices of public procurement processes, including current trends in policy, planning, finance, and related issues.
  • Applicable federal, state, and local laws and regulations.
  • Research and reporting methods, techniques, and procedures.
  • Project and/or program management, analytical processes, and report preparation techniques.
  • Organization, procedure, and responsibilities of the Procurement Division
  • Related computer systems and applications.
  • Techniques for providing a high level of customer service by effectively dealing with contractors and County staff.
  • English usage, grammar, spelling, vocabulary, and punctuation.

Skill/Ability to:

  • Assist in the development of goals, objectives, policies, procedures, and work standards.
  • Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative.
  • Conduct research on a wide variety of administrative and project-related topics.
  • Evaluate and develop improvements in operations, procedures, policies, or methods.
  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Interpret, apply, explain, and ensure compliance with applicable Federal, State, and local policies, procedures, laws, and regulations.
  • Organize, prioritize, and complete multiple tasks in an effective and timely manner and organize own work, set priorities, and meet critical time deadlines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
  • Plan, organize, and carry out assignments from management staff with minimal direction.
  • Analyze, interpret, summarize, and present administrative and technical information and data in an effective manner.
  • Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations.
  • Effectively represent the Procurement Division in meetings with other County departments, and in meetings with individuals.

Candidates who pass the application screening will be invited to a panel interview (weight: 100%) which may include a performance exam.
