Invictus is seeking an experienced and strategic Procurement Manager to lead our procurement function supporting federal government contracts. This role will be responsible for developing and managing a compliant, high-performing purchasing organization that supports corporate growth, while ensuring adherence to the Federal Acquisition Regulation (FAR), Contractor Purchasing System Review (CPSR) requirements, and company policies.

The Procurement Manager will serve as a trusted business partner to contracts, finance, program management, and executive leadership, balancing operational excellence with strategic sourcing initiatives. This leader will oversee a team of procurement professionals, drive continuous process improvement, strengthen supplier relationships, and lead the organization's CPSR readiness efforts.

Responsibilities:

  • Identify, manage, escalate, and mitigate supply-based risks throughout the procurement life cycle in support of prime contract requirements, operational goals, and business strategy by effectively partnering with other functional groups such as legal, contracts, compliance, risk management, finance, and others
  • Establish, lead, and continuously enhance a scalable procurement organization that supports company growth, operational excellence, and evolving business objectives while ensuring compliance with federal acquisition regulations and corporate policies
  • Supervise a purchasing team and delegate tasks across departments when necessary
  • Maintain relationships with suppliers, while continually scouting for additional vendors
  • Develop procurement strategies that align with corporate objectives, program requirements, and customer expectations
  • Monitor supplier performance, delivery, quality, and compliance
  • Identify, assess, escalate, and mitigate supply chain risks throughout the procurement lifecycle
  • Create and issue RFPs and evaluate supplier proposals
  • Conduct pricing analysis and bill of materials
  • Review bills of materials and collaborate with technical teams to support hardware, software, and services acquisitions
  • Negotiate non-disclosure agreements, teaming agreements, license agreements, and terms & conditions
  • Create small business subcontracting plans, flowing down appropriate prime contract and agency regulations
  • Administer subcontracts, modifications, and task orders, while ensuring compliance with CPSR requirements and Invictus policies

Requirements:

  • Bachelor's degree preferred, with 7+ years of experience in a procurement role, supporting government contracts
  • Experience with Contractor Purchasing System Review (CPSR) audits
  • Proficient knowledge of Federal Acquisition Regulations (FAR)
  • Experience with evaluating requirements for hardware or software in support of US DoD government client contracts preferred
  • Experience with ERP and procurement systems (Deltek Costpoint, Unanet, or similar)
  • Strong analytical, problem-solving, communication and stakeholder management skills
  • TS/SCI with the ability to obtain and maintain a CI polygraph
