Position Description

Advertised Job Summary

Under limited supervision, provides effective leadership, direction, and management of Facilities Procurement with responsibility for the procurement of professional and construction services. Supervises the construction procurement staff. Serves as administrative liaison with internal and external departments and external agencies relating to procurement and administration of services and external departments and external agencies relating to procurement and administration of services.

Job Related Minimum Required Education and Experience

  • Requires a bachelor's degree in a job related field and 5 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.

Required Certification, Licensure/Other Credentials Preferred Qualifications

  • Knowledge of procurement of construction-related services.
  • Experience related to professional services contracts/administration, and NIGP-CPP, CPPO, or CPPB certifications is preferred.

Knowledge/Skills/Abilities

  • Knowledge of State and University policy and procedures.
  • Familiarization with SC Consolidated Procurement Code and an interest in construction procurement.
  • Knowledge of state procurement and/or professional services.
  • Capable of working harmoniously with a diverse group of people.
  • Must possess excellent written and oral communication skills.
  • Good analytical and decision-making skills.

Job Duties

Job Duty

Assists the System Construction Procurement Director in ensuring overall departmental compliance with the provisions of the SC Consolidated Procurement Code. Serves as liaison with the Materials Management Office. Acts as a primary liaison with the Office of the State Engineer.

Prepares invitations to bid/requests for proposal/requests for qualification documents from finalized specifications and scope of work.

Provides professional expertise by communicating with senior leadership. Represents the Department, communicates with, and acts as an advisor to various committees and groups, including but not limited to the University administration, other departments, and State Fiscal Accountability Authority - Materials Management Office (MMO) and Office of State Engineer (OSE).

Establishes, reviews, and approves the selection processes regarding both architectural/engineering consultants and construction firms, and guides the Capital Improvement Procurement project managers.
