Position Description
Advertised Job Summary
Performs as a professional procurement officer. Processes systemwide requisitions utilizing all procurement sourcing methods in compliance with the SC Consolidated Procurement Code, SC Regulations, and University and departmental policies and procedures. Solicits, evaluates, and awards offers for simple and complex purchases. Performs contract administration duties and provides customer service to all University stakeholders including faculty, staff and supplier community.

Job Duty
Processes purchase transactions ranging from routine small purchases with simple competition to more complex acquisitions requiring detailed specifications and evaluation. Obtains and evaluates quotes, issues purchase orders, and ensures compliance with applicable procurement policies and procedures. Performs additional procurement-related duties as needed, including vendor communication, documentation of sourcing decisions, support for required public notices, and assistance with administrative processes such as change orders, audit readiness, and records requests.

Performs purchasing and contract administration duties from initial requirement development through close-out, with an emphasis on small purchases. Works with departments to develop specifications, obtain and evaluate quotes, issue purchase orders, and ensure compliance with applicable procurement policies and procedures. Monitors transactions through completion and maintains appropriate documentation.

Serves as liaison and consultant for University community including faculty, staff, suppliers, and constituents.
