Job Description Summary
Under limited supervision, the Procurement Manager 1 - Solicitations PM1S serves as the buyer, specializing in the development of solicitations with and for University colleges and departmental units for the acquisition of goods, services, and/or information technology at the most advantageous value within the guidelines of the South Carolina Consolidated Procurement Code and Regulations (SCCPCR) and MUSC operating policies and procedures.
This remote position requires residence within driving distance of the MUSC main campus for on-site meetings, including pre-proposal conferences, site visits, and other in-person engagements as required.
Position Purpose
The Procurement Manager 1 - Solicitations PM1S supports sourcing requests for goods, services, and/or information technology needed by MUSC Universitys stakeholders. The role ensures that sourcing requests are processed within the requirements of the SCCPCR in a timely manner and appropriately to ensure acceptable service delivery and compliance.
The buyer is responsible for managing all sourcing requests, beginning with the initial submittal, guiding the stakeholder through the solicitation workflow, supporting all aspects of the process to acquire goods and/or services that require competitive sourcing.
Key Responsibilities
- Develop and manage solicitations, including scopes of work, instructions to offerors, technical and functional specifications, statements of work, qualifications, award criteria, terms and conditions, bidding schedules, and all necessary attachments, in accordance with rules, regulations, and provisions of the SCCPCR.
- Utilize the online eProcurement System, apply knowledge of procurement practices, and conduct market analysis to process routine to complex moderate purchases, ensuring adherence to state and federal statutes.
- Maintain continuous communication with stakeholders, team members, and management to ensure that the sourcing/purchasing process and all other ancillary duties are performed in a compliant, timely, and professional manner.
- Serve as a consultant to departments and other teams within Procurement, assisting and providing guidance with purchasing methods, strategic sourcing, and compliance with the SCCPCR.
- Maintain good working knowledge of various solicitations work applications in the South Carolina Enterprise Information System (SCEIS) and assist with providing instruction, training, and assistance to other team and department members to develop solicitations within SCEIS.
Minimum Experience and Training Requirements
- Minimum of five years relevant procurement and contract management experience.
- Excellent communication skills, able to communicate effectively with personnel and public in all facets of the University in written and oral presentations.
- Comfortable working with online video conference technology, such as Microsoft Teams and Zoom.
- Possess the ability to assume responsibility and be accountable and work with limited supervision.
- Demonstrated ability to interact professionally with all levels of users, management, and senior leadership.
- Demonstrated proficiency in the use of computer and Microsoft Office, including Word, Excel, Outlook, and Adobe.
- Good organization, interpersonal, and time management skills.
- Proven job diligence, dedication, and attention to detail.
- Demonstrated sense of responsiveness and urgency based on the needs of the business.
- Potential to work overtime on occasion.
- Professional attitude, team player, and be an ambassador for Procurement.
- Possess the ability to assume responsibility and be accountable to work with limited supervision.
Preferred Qualifications
- Bachelors degree in business, finance, or supply chain and/or demonstrated equivalent experience.
- Three to five years of applicable procurement and contracts experience in higher education and/or public procurement.
- Two years of experience with ERP systems procurement modules.
- A strong background in developing and managing various types of solicitations, including Invitation to Bid and Request for Proposals.
- Possess excellent working knowledge of the South Carolina Consolidated Procurement Code and Regulations (SCCPCR).
- Possess excellent knowledge of public-governmental procurement principles and practices, rules, and regulations.
- Ability and experience in using the South Carolina Enterprise Information System (SCEIS).
- CPPO, CPPB, or NIGP-CPP certification preferred or the ability to obtain within two years of employment.
- Able to manage working under pressure and stress, demonstrated capability to prepare complex solicitations and management reports, and maintain confidential correspondence.
