This is an in-office role and not a telecommute or remote position.

Are you the One? We are looking for a Procurement Manager II who, under the direction and limited supervision of the Administrative Manager for Contracts and Procurement, plans, coordinates and develops complex solicitations for the procurement of good and services, Information Technology (IT) and other services, supplies, and equipment for South Carolina Department of Health and Human Services (SCDHHS). Works collaboratively with internal program areas, General Counsel and external local, state, and federal stakeholders to achieve effective results. Ensures compliance with the SC Consolidated Procurement Code and Regulations, policies and procedures, and other local, state and federal requirements. Selects and utilizes the most appropriate source selection method to process procurement requests. Develops solicitation documents including detailed scopes and technical/functional requirements in accordance with appropriate South Carolina Enterprise Information System (SCEIS) processes and procedures. Works closely with other members of the Contracts and Procurement team to provide mentorship, guidance, and relevant procurement training while assisting in the development and coaching of team members. Performs contract administration duties, conducts market research and coordinates Pre-Bid/Pre-Proposal Conferences as needed. Negotiates terms and drafts final contract documents. Develops, implements, and monitors compliance with department policies and procedures. Serves as an agency liaison with the State Procurement Office (SPO) for various procurements.

  • Responsible for all procurement functions within the agency as certified by the State Fiscal Accountability Authority (SFAA); and acts with substantial discretion in the contracting process. Leads the procurement process, develops procurement documents including instructions to offerors, technical and functional specifications, qualifications, award criteria, terms and conditions, bidding schedules and all necessary attachments by working with the Department end user, applying knowledge of procurement practices. Evaluates responses to procurements to ensure that offers are responsive and responsible. Instructs and guides the evaluation panel through the procurement process by managing discussion and providing appropriate tools and information to facilitate the process. Ensure that awards are fair, legally defensible, and in compliance with the SC Procurement Code. Manages the negotiation of acceptable terms and conditions. Directs the solicitation process in a manner that limits the Departments exposure to protests and represents the Department in such protests, if they occur. Serves as a liaison to the Materials Management Office (MMO) of the SFAA, and Division of Technology (DoT) of the Department of Administration in accordance with State and Federal law, SC Procurement Code and CMS regulations as required.
  • Acts as a liaison to the program areas regarding all aspects of contracting and procurement, providing guidance and assistance in the development of procurement documents, technical specifications, evaluation techniques, and selection of vendors/contractors. In coordination with SCDHHS Legal, leads the development of contract and procurement language to protect the Department's best interests and works to satisfy strategic Contracting objectives, and reviews/revises language templates to maintain compliance with State and Federal laws. Participates with the leadership team to support the contracting and procurement process, and is held accountable for the end results. Provides technical advice regarding protests of solicitations and procurements before Chief Procurement Officers and Procurement Review Panel. Leads discussions pertinent to contract performance, market changes, market intelligence, and strategic decision-making.
  • Provides assistance to the Administrative Manager in Directing Strategic Planning for the Procurement and Contracts Divisions. In conjunction with the Administrative Manager of Contracts and Procurement, directs the planning for upcoming contracts and solicitations. Reviews existing practices and makes recommendations to maximize efficiency, effectiveness, customer satisfaction and statutory compliance. Supports initiatives to improve contract monitoring. Assists with the development of standards, controls, policies, procedures and performance metrics to effectively and efficiently manage the acquisition process across the Agency.
  • Stays abreast of changing landscape as it relates to Procurement and Healthcare to maintain an awareness of competitor services, as well as opportunities for improvement in the financial and operational components of agency contracts. Attends professional development courses, conferences (which may require driving out of town), or webinars.
  • Performs other duties as assigned.

Minimum and Additional Requirements

A bachelors degree and five (5) years of experience in procurement and contract management.

`An equivalent combination of education and experience may be accepted with prior State Human Resources approval.

All degrees must be from a college or higher education institution recognized by the US Department of Education & Council for Higher Education Accreditation (CHEA).

Additional Requirements:

  • Valid drivers license.
  • Occasional overnight travel.
  • Overtime and/or weekend work with Deputy approval.

Preferred Qualifications

  • Knowledge and experience soliciting complex Information Technology (IT) procurements.
  • Extensive knowledge of the South Carolina Enterprise Information System (SCEIS).
  • Professional certification as a Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) preferred.
  • Knowledge of the agencys mission, programs, and objectives.
  • Knowledge of management principles.
  • Knowledge of an agencys organizational structure, the people who manage the work and the processes applicable to government work.
  • Ability to interpret and apply rules and regulations.
  • Excellent understanding of federal and state regulations/requirements for contracts and procurements, including the Consolidated Procurement Code.
  • Ability to implement sourcing strategies to support agency and departmental objectives.
  • Strong analytical and problem-solving skills.
  • Ability to communicate effectively with people with varying levels of education.
  • Ability to multitask in a fast-paced environment. Proficient in Microsoft Office Suite to include Excel, Word, PowerPoint and Outlook.
  • Ability to clearly present information orally and/or influence others through oral presentation in positive or negative circumstances.
  • Ability to write effectively and to extract information from written materials.
  • Ability to work with people in such a manner as to build up high morale and obtain group commitments to goals and objectives.
  • Ability to develop and maintain effective working relationships with stakeholders, including state and federal government officials.
