Job Responsibilities

Develops solicitations for the acquisition of goods, services, or information technology at the most advantageous value within the guidelines of the Consolidated Procurement Code, regulations, and operating procedures. Develops solicitation documents including scope, instructions to offerors, technical and functional specifications/statements of work, qualifications, award criteria, terms and conditions, bidding schedules and all necessary attachments, applying knowledge of procurement practices, and conducting market analysis. Evaluates responses to procurements to ensure that offers are responsive and responsible. Awards contracts appropriately based on source selection method, ensuring that awards are in compliance with SC Procurement Code. When using a panel to evaluate offers, instructs and guides the panel through the procurement process by managing discussion and providing appropriate tools and information to facilitate the process. Consolidates individual panel member evaluations and provides proper documentation for award determination. Negotiates terms and drafts final contract documents. Provide on-going contract administration by working with end users to ensure that contractor fully performs their contractual obligations. Resolves issues by working with all parties (contractors and end-users) to clarify requirements and resolve misunderstandings. Determines need to escalate issues and keeps Procurement Director informed on sensitive issues or issues that may result in contract termination. Serve as a credit card administrator. Responsible for reviewing credit card transactions on a monthly bases, as well as, assisting cardholders with issues that may arise. Serves as back-up for the Procurement Director.

Minimum and Additional Requirements

A Bachelor's degree in Business (non-specific) and five (5) years of experience in SC Government procurement using South Carolina Enterprise Information System (SCEIS) - Supplier Relationship Management (SRM). An in-depth knowledge and experience with the South Carolina Procurement Code.

Preferred Qualifications

A Bachelor's degree in Business (non-specific) and five (5) years of experience in SC Government procurement using South Carolina Enterprise Information System (SCEIS) - Supplier Relationship Management (SRM). An in-depth knowledge and experience with the South Carolina Procurement Code. Certified Professional Public Buyer (CPPB).

Additional Comments

In depth knowledge and experience in state government procurement and state procurement procedures. Knowledge and experience with South Carolina Procurement Code. A working knowledge of general office procedures to include proficiency in operating computers and the Microsoft Office Suite. Ability to identify and analyze factors related to the awarding of contracts. Ability to train end users communicate effectively.
