Essential Duties/Responsibilities (may include, but are not limited to):
- Procures, sources and negotiates the buying of machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for subcontracting environmental projects.
- Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives.
- Monitors performance of suppliers.
- Evaluates areas of opportunity to leverage material acquisitions.
- Tracks data to keep informed on price trends and market dynamics.
- Negotiates with suppliers and analyzes suppliers’ operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules.
- Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, and maintains necessary records.
- May prepare request for proposals (RFP) and bid packages.
- Comprehensive knowledge of principles, concepts, and techniques in government procurement and contracts.
- Demonstrated understanding of customer focus, and strict RFP compliance.
- Skill and ability to perform highly complex and critical professional tasks and to solve complex problems.
- Ability to have major impact on organizational success and productivity, with considerable latitude for independent judgment.
- Ability to communicate effectively at the highest levels.
- Ability to develop and lead projects, including defining scope, objectives and methods
- Ability to train and mentor more junior staff.

Education and Experience Required:
Bachelors' degree in appropriate discipline; however, a combination of education and relevant experience wherein the knowledge, skills and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.
The career level of the position will be determined by the years of relevant experience, knowledge, skills, and abilities; after a candidate has been chosen.
