Description of Job
POSITION:
The following provides a high-level job definition. It is not intended to provide a comprehensive or exclusive list of job duties. As such, job duties and/or responsibilities within the context of this job requisition may change at the discretion of the employee's direct supervisor.
The Procurement Specialist assists the Procurement Director with all aspects of procurement and contracting for the Office of Economic Development and International Trade (OEDIT) in compliance with all state and federal laws, rules, policies, procedures and guidelines. This position requires a solid understanding and application of procurement functions, to include assisting with review of discretionary purchase requests, issuing and awarding solicitations and assisting with contract review and monitoring as required. Performs related work as directed.
KEY DUTIES AND RESPONSIBILITIES:
Procurement:
This position will be fully functioning in all aspects of both purchasing and contracting services
Work with program staff and vendors to clarify product or service needs, and select appropriate method of procurement per State statutes and rules
Assist staff with Scope of Work development by reviewing, providing guidance, and recommendations for purchase orders, contracts, amendments, interagency agreements, intergovernmental agreements and grants
Coordinate with program staff to develop solicitation documents, including but not limited to Documented Quotes, Invitations for Bid, Requests for Proposals
Assists program staff by managing entire solicitation process
Coordinate applications for any required waivers or approvals to comply with State statutes, rules, and policies, including fiscal rule waivers and sole source approvals
Drafting, negotiating, reviewing, and managing purchase orders and contracts in accordance with State statutes, rules and policies
Prepare necessary documents for contracts and purchase orders
Modify and liquidate purchase orders and contracts in the State's financial system, CORE, and OEDIT's CMS system, Salesforce
Prepare reports using the State's financial system, CORE
Research and maintain up to date knowledge of the State Statutes, Colorado Procurement Code and Federal laws, rules and regulations
Attend trainings as necessary to maintain familiarity with State best practices in procurement and contract management
Manage records in the State Contract Management System (CMS) and coordinate requests to add new vendors or manage existing vendor records
Guide staff on OEDIT procurement policies and procedures
Other duties as assigned
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:

PREFERRED SOFTWARE & PROGRAM EXPERIENCE:
Experience in utilizing e-procurement or automated purchasing systems (i.e., PeopleSoft, SAP, or the State's financial system, CORE)
Experience using Salesforce
Proficiency in G Suite productivity tools, such as Gmail, Drive, Docs, Sheets, Slides, Forms and Hangouts
Microsoft Office, such as Word and Excel

Minimum Qualifications
At least 7 years of full-time professional procurement experience for a business or government agency.
OR: A bachelor's degree from an accredited college or university in business administration, accounting, public administration, finance, or another field of study closely related to the major duties of this position AND at least 3 years of full-time professional procurement experience for a business or government agency.
Supplemental Information
Salary Range: $72,264 - $90,000 Annually
This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. "At-will" employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.

Colorado Residency: Colorado Constitution, Article XII, Section 13 requires that employees in the state personnel system reside in Colorado unless the work to be performed is primarily within 30 miles of Colorado's border. Ongoing remote work outside of Colorado is not allowed except for positions required to work permanently out of state because the State is required to conduct business in the other state. Any work performed out-of-state for other extenuating circumstances is permissible only on a temporary, non-permanent basis and shall not exceed eight weeks in a calendar year. These arrangements must be approved by the Executive Director and HR Director. I live in Colorado or plan to move to Colorado if I accept this position.
