Job Duties The Procurement Specialist will report to the Director of Finance & Human Resources playing a key role in managing procurement and contracting functions for the agency. This position involves overseeing the development solicitation and administration of contracts in compliance with APSPM CPSM guidelines the Virginia Public Procurement Act and CAPP regulations. This position will be responsible for but not limited to managing procurement activities including sourcing vendor selection and contract negotiation drafting and issuing Invitations for Bids IFBs and Requests for Proposals RFPsl and evaluating bids and making award recommendations. Additionally the incumbent of this position will maintain accurate procurement records and ensure compliance with procurement policies provide relevant training to staff on procurement policies procedures and best practices as needed and coordinate vendor performance evaluations and resolve procurement-related issues. The Procurement Specialist position will also receive review and perform data entry for staff travel vouchers process oversee travel arrangements and travel reimbursements for staff as well as support accounts receivable and accounts payable functions.

Minimum Qualifications • Strong knowledge of procurement processes including familiarity with IFBs RFPs and relevant regulations. • Ability to obtain Virginia Contracting Associate VCA certification within one year and Virginia Contracting Officer VCO certification within two years. • A work history demonstrating considerable relevant experience in procurement or financial operations. • Experience demonstrating knowledge of Microsoft Office Suite and financial management software. • Excellent communication and organizational skills.

Additional Considerations • Experience in data analysis and contract management particularly in higher education or governmental settings. • Current certifications such as Virginia Contracting Associate VCA Virginia Contracting Officer VCO Virginia Construction Contracting Officer VCCO and others like Certified Purchasing Manager C.P.M. or Certified Professional Public Buyer CPPB. • Knowledge of GAAP and advanced procurement principles. • Knowledge of the Commonwealths SPCC program.
