Job Summary

The City of Olathe is seeking a detail-oriented person to join the procurement team to support the purchase of materials, supplies, services, and equipment for City departments.

The Procurement Specialist and Senior Procurement Specialist prepares and evaluates bids, quotes, RFPs, and related purchasing documents; researches pricing and cooperative purchasing options; supports contracts; and helps staff navigate purchasing procedures and procurement systems.

The ideal candidate is organized, analytical, customer-service focused, and committed to ethical stewardship of public resources. Public purchasing and automated procurement system experience are preferred.

Procurement Specialist:

Experience: One year of increasingly responsible experience in purchasing is required. Preferred candidates will possess experience in public purchasing and automated procurement systems.

Education: An associate's degree in public administration, business administration, accounting, or a related field is required. Preferred candidates will possess a bachelor's degree.

Licenses & Certifications: None required.

Salary range: $61,526.00 - $70,349.00

Senior Procurement Specialist:

Experience: Three years of increasingly responsible experience in purchasing, including two years in public purchasing, is required. Preferred candidates will possess experience with automated procurement systems.

Education: A bachelor's degree in public administration, business administration, accounting, or a related field is required. Preferred candidates will possess a master's degree.

Licenses & Certifications: Must be a Certified Professional Public Buyer (CPPB). Preferred candidates will have a Certified Public Purchasing Officer (CPPO) certification or the ability to obtain certification.

Salary range: $65,570.00 - $77,384.00

The Procurement Specialist performs a variety of technical duties involved in the procurement of materials, supplies, services, and equipment for City departments and operations. This position also plans and schedules various purchasing projects. The Procurement Specialist is the first level in a two-level career progression of Procurement Specialist and Senior Procurement Specialist.

Key Responsibilities

  • Develops and implements specifications, commodity contracts, and other purchasing documents; competitively procures commodities, supplies, and professional services for City departments; researches, receives, and analyzes bid specifications and requirements; recommends sources for purchase and delivery, making necessary adjustments.

  • Develops and evaluates Requests for Information (RIFs), Requests for Proposals (RFPs), Invitations for Bids (IFBS), and Requests for Quotations (RFQs); utilizes automated procurement and financial systems, as well as other software applications as required; researches and utilizes cooperative procurement agreements.

  • Prepares regular reports and documents, including activity reports, bid analyses, performance measure reports, market research, and an annual buying schedule; performs cost analyses for the division.

  • Assists with training City staff on purchasing procedures, including Purchasing 101, financial and procurement systems, and customized training programs; establishes and maintains price agreements as assigned; serves as the lead for cell phone contract, copiers, and large cooperative contracts for office supplies, general, and miscellaneous supplies.
