The University of Colorado Boulder is searching for a Procurement and Supply Chain Program Manager! This role supports purchasing activities ranging from maintenance, repair and operations (MRO) to construction. The position serves as a departmental subject matter expert working closely with staff to identify, develop and deliver effective procurement strategies based on specific needs to achieve the best value for the institution. The position is also the primary liaison to the Procurement Service Center.

The I&R Office areas of responsibility include long-range capital planning, architecture, design and construction, the operation and maintenance of all campus facilities and utilities, transportation services, workplace accident prevention and the creation of a safe working environment for campus employees, environmental health and safety, campus logistics, and efforts around sustainability and resiliency. Beyond creating a safe and secure environment, the department is embarking on several projects that are key to the strategic vision of the campus including: crafting a clear and comprehensive framework and methodology for campus master planning, developing strategies and tactics to improve campus sustainability and resiliency, and dynamically working within the campus and with our community partners to positively impact humanity.

  • Provide timely guidance to staff related to procurement strategies and support for processing requisitions. Ensure required documentation is attached to the requisition in Marketplace. Coordinate activities and resolve issues with the Procurement Service Center on behalf of I&R divisions.
  • Review and support I&R staff in preparing purchase requisitions with all necessary documentation. Ensure compliance with relevant state and university regulations and rules.
  • Oversee the construction supply chain to identify and develop effective commodity strategies.
  • Conduct periodic assessments of procurement processes and supply chain activity to help find opportunities for improvement.
  • Develop and maintain key performance indicators and bench marking for procurement activities.
  • Prepare training documents for staff pertaining to procurement rules and standard processes.
  • Maintain a current knowledge of all relevant purchasing rules and regulations.

This position has the ability to work in a hybrid work modality, and will be in person as needed (likely a couple times a month). The position has an anticipated work schedule of Monday - Friday during regular business hours.

The salary range for this position is $75,000 - $85,000 annually, depending on education and experience.

What We Require

  • Bachelor's degree in business administration or a closely related subject area. Relevant work experience may be substituted on a year-for-year basis for the degree.
  • 5 years of relevant industry experience in procurement, financial management, auditing or other closely related field.

  • Proficiency in managing vendor relationships.
  • Knowledge of procurement methodologies in a large, complex environment.
  • Strong multi-tasking and organizational skills.
  • Excellent analytical skills and an ability to address complex problems and issues.
  • Strong interpersonal and communication skills.

  • Master's degree from an accredited college or university in business or closely related field.
  • Procurement experience in facilities operations, construction and/or utilities.
  • Certified Purchasing Manager (CPM) designation.
  • Experience working for a higher education research institution.
