Required Services: The Product Manager on projects serve the following roles:
"Member of Steering Committee and Core project teams;
"Serves as the assigned technical lead on a project team;
"Coordinates with Department of Vermont Health Access (DVHA), Agency of DigitalServices (ADS), Agency of Education (AOE), Local Education Agencies (LEA), EHRvendor and other stakeholders as appropriate to answer problems and questions, thenreports back to the project team;
"Participates in project meetings and stays abreast of project vision;
"Provides direct technical support to Subject Matter Experts (SMEs) acting in a rolereferred to as "EHR IT Analysts , the primary leadership point of contact for the LocalEducation Agencies role referred to as the "EHR Implementation Leads , as well assupport to other state and school staff.
"Provides oversight of data migration and the implementation of interfaces between theSchool Based Services Electronic Health Record System and other systems.
"Provides input on team Agile and Hybrid practices and methodologies;
"Researches industry trends and best practices that may be applicable to the project team;
"Continuously talk to the project team to convey technical risk, complexity, and sizing forideas that the team identifies;
"Works with the state's Project Manager to determine technically feasible options formeeting the projects needs and priorities;
"Supports infrastructure and platform decisions;
"Oversees and ensures a healthy release management process, including the review andrelease of the several cohorts as part of go-live for the School Based Services ElectronicHealthcare project;
"Responsible for maintaining overall quality of technical solutions;
"Coaches and explains technical concepts to the project team to help make decisions;
"Coaches other technical resources (both on the SOV and vendor team), as appropriate;
"Identifies, prioritizes and communicates technical debt and possible risks;
"Supports the project team by working with vendors to answer technical questions and thismay be through performing technical sprint/research/evaluation and/or prototypes;
"Partners with the business lead, project manager and procurement lead to monitor vendorperformance;
"Participates in team retrospectives and helps the team continuously improve theirpractices and processes;
"Coordinates with the vendor to review and produce system documentation and trainingmaterials for organizational support;
"Unblocks issues that may arise; and
"Evaluates and understands vendor markets to assist with implementing IT modules.
Assigned Personnel will demonstrate the required technical skills and reliability to assist the State in completing the project consistent with the Directives of the State ADS IT Manager, and the objectives set forth in the Project Charter, approved business case or guiding principles and other associated project documents. The contractor will work with the project team to ensure that all deliverables meet the quality standards as defined by the State including that each project be successfully executed and completed on time, within scope, and within budget using State-approved principles as set forth herein.
Assigned Personnel must behave and perform in a professional manner. The State may, in its reasonable discretion, require the Contractor to replace any Assigned Personnel who engages in unprofessional or unethical conduct, or engages in illegal activities, underperformance, harassment, discrimination, or generally disruptive or disrespectful behavior, by written notice to the Contractor of the requirement of replacement. The Contractor must use reasonable efforts to promptly and expeditiously replace Assigned Personnel and replace all other personnel within 15 business days of receipt of the written notice unless otherwise mutually agreed. The State's right to request replacement of Assigned Personnel hereunder relates solely to the removal of individuals from work on this SOW Agreement with the State and does not create an employment relationship with the State. Nothing in this SOW Agreement authorizes the State to direct the Contractor's termination of the employment of any individual. The State may choose to work with the Contractor to resolve a given performance issue.
