Job Summary

This Product Specialist 2/Data Specialist position is part of the Health Inspection Program (HIP) within the Maine Center for Disease Control and Prevention, reporting to the Program Manager for HIP. This position will work collaboratively with the Office of Information Technology (also known as MaineIT) to ensure data and systems support are maintained. This position will support HIP, Maine CDC, and provide technical assistance programs to MaineIT. Work will be performed on site or remotely with daily collaboration with team members. Initially, on-site meetings will occur for the first 3 months of orientation. After 3 months, occasional on-site meetings may be required. The team supports the HIP application known as DHE_Tracker for licensing, inspection, enforcement and reporting services.

The primary purpose of this position is data management specifically designed to provide technical support and assistance to the HIP staff and Maine CDC team. Providing data as properly requested to licensees, media and the public related to licensing, inspections and enforcement of the laws, rules and regulations associated with food, lodging, campground, youth camp, body artist and public pools and spas, environmental and public health issues such as managing foodborne illness outbreaks and helping to control the spread of infectious diseases.

Key Responsibilities

  • Provides oversight for tracking all aspects of licensing, inspection and enforcement data
  • Develops and manages quality assurance and quality control processes to facilitate effective and efficient regulatory compliance, including creating queries to facilitate quality assurance and/or quality control
  • Coordinates and advises on proper documentation of information in the database of record
  • Provides guidance and assistance to staff on database-related issues (this includes, but is not limited to, developing standard operating procedures, creating and conducting training seminars and technical assistance on database organization and workflow issues)
  • Provides advice and recommendations for policy changes and is responsible for quality control of all data entered into the DHE_Tracker system (approximately 26 users)
  • Business coordination and/or process management oversight, including data querying for quality control and assurance
  • Supporting application testing
  • Overseeing application ticket management
  • Planning and managing new and ongoing system tasks
  • Update GovDelivery subscriptions
  • Generating monthly reports for HIP and CDC management (e.g., Complaints, Inspections & Overdue Inspections)

Required Skills

  • Required minimum of two years application testing experience
  • Essential skills in developing/writing queries in SQL
  • Competency in analyzing data
  • Performance monitoring experience
  • Ability to put into place quality control plans and identify system improvements
  • Ability to develop and generate custom reports for distribution
  • Strong communication skills to relay information to non-technical staff
  • Oracle database experience
  • Experience analyzing data and building custom reports

Required Experience

  • Minimum of two years of application testing experience
