Position Description

About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.

Production Supervisor Job Summary:

Harris County Flood Control District is seeking qualified candidates for the Production Supervisor position in the Facilities Maintenance Department, who will be responsible for supervising and assigning daily work to the field crew and ensuring the crew meets set production goals.

Essential Functions and Duties:

Supervision & Crew Oversight

  • Supervise and oversee the crew leaders, toolroom attendant, and the entire field crew.
  • Travel to crew locations to ensure crews are meeting production requirements and goals.
  • Assign daily work to the field crew, track production, and issue work orders for daily assignments.

Administrative & Operational Documentation

  • Prepare daily production forms, document incidents and accidents, and submit requests for damaged equipment, supplies, and small equipment via the storefront application.
  • Enter crew timesheet information and scan all tickets from the recycling center and landfills for payment.
  • Prepare and update daily work reports on all activities.

Safety & Site Inspection

  • Inspect work sites, facilities, and equipment, and ensure safety standards are being met.
  • Additional Duties and Responsibilities
  • Assume additional responsibilities as required, adapting to the Districts evolving demands, responsibilities, needs, and objectives.

Requirements

Education:

  • High school diploma or G.E.D. equivalent

Experience:

  • Five (5) years of experience in field maintenance, landscaping, horticulture, or a related field.

  • Three (3) years of experience in a supervisory role leading a crew or team of field laborers.

Licensure:

  • Valid Class "C" Texas Driver's License

Knowledge, Skills, and Abilities:

  • Good verbal & written communication skills.
  • Strong skills using Microsoft Office applications.
  • Good diagnostic and troubleshooting skills to solve work problems and advise on technical questions and difficult work solutions.
  • Good analytical skills in applying guidelines, policies, and precedents and in adapting standard methods to fit facts and conditions.
  • Good organizational and managerial skills.
  • Ability to work well with a team in a field environment.
  • Ability to direct, coordinate, and control job assignments in an efficient and professional manner.

  • Frequent walking up and down steep slopes of ditches or on rough and uneven surfaces or ground such as sloping terrain, plowed or furrowed areas, or construction sites.
  • Frequent stooping, bending, reaching, lifting and carrying of items up to 11 pounds and occasional lifting of up to 20 pounds.
  • Frequent driving of a vehicle with automatic controls.
  • Occasional sitting for extended periods of time; occasional ascending and descending stairs.

  • Approximately 50% of duties are performed outdoors where there will be routine exposure to significant levels of heat, cold, moisture, air pollution, wind and dust.
  • May be exposed to vegetation retardants, herbicides and fertilizers, petroleum products including but not limited to gasoline, oil, grease, diesel and other fuels and lubricants, snakes, wildlife, wasps, bees and other flying or walking insects, aquatic bacteria, viruses and other microorganisms, vibration or noise in excess of 85 decibels.
  • Approximately 50% of duties are performed indoors in a normal office environment with acceptable lighting, temperature, air conditions, and noise levels.
