Job Responsibilities

The Real Property Specialist for the South Carolina Army National Guard's (SCARNG) Construction and Facilities Management Office (CFMO) is responsible for the evaluation, management, and control of real property assets (RPA) owned, controlled, or leased by the South Carolina Department of Defense throughout the state of South Carolina. Creates, maintains and disposes of Real Property Asset (RPA) records in Planning Resource for Infrastructure Development and Evaluation (PRIDE). Establishes and maintains an inventory and a capital asset account of all real property; monitors all transactions relating to real property, including in-house or contract work to alter and modify facilities, remove and install equipment, land acquisitions and disposals, to ensure all changes affecting real property are analyzed and recorded; maintains property records. Establishes and maintains real property documentation for the Facility Information Folders (FIF). Creates, maintains and disposes of SCARNG Site records in the Headquarters Installations Information System (HQIIS) data base. Provides and uploads supporting documents. Coordinates annually with host Real Property Officers/Specialist at enclaves to ensure property records are in sync. Establishes and maintains a means to identify and locate real property assets at each site through the use of sketches/maps/plans/photographs/aerial imagery/GIS, etc. Participates in outdoor fieldwork including GPS data collection to accurately inspect 20% of all real property assets annually. Researches and prepares maps or other specialized products as determined by the Real Property Manager. Works with the GIS data, and any other pertinent personnel, to complete GIS/PRIDE reconciliation and to ensure proper coordination with the Master Planner. Produces and edits DD Form 1354, DA Form 337, and supporting documentation.

Minimum and Additional Requirements

A high school diploma and relevant program experience.

Additional Comments

Skilled in ESRI ArcGIS Pro, Microsoft Excel, AutoCAD, and a basic understanding of relational databases. Experience with DoD resource management software a plus (PRIDE, GFEBS, NexGen, etc.) Ability to perform data analysis, digitization, and data comparison. Knowledge of basic cartography. Experience using and troubleshooting GPS equipment is strongly preferred. Works well independently. Employee must possess a valid SC drivers license and must be able to pass a Public Trust level background check.
