Job Summary

The Program Administrator provides leadership, oversight, and strategic direction for Child Care Operations programs and initiatives. This position is responsible for ensuring program compliance, fiscal accountability, operational efficiency, staff supervision, and successful implementation of child care quality improvement activities. The Program Administrator oversees program planning, policy development, contract compliance, monitoring activities, financial operations, performance outcomes, and stakeholder engagement while ensuring alignment with Board priorities, state requirements, and funding guidelines.

What will I be doing?

ü Provide strategic leadership and operational oversight for Child Care Operations programs, initiatives, and assigned staff, ensuring alignment with organizational goals, regulatory requirements, and high standards of customer service.

ü Exercise independent judgment and decision-making in resolving complex operational, fiscal, compliance, and programmatic issues while ensuring alignment with Board policies, funding requirements, regulatory requirements, and organizational priorities.

ü Develop, implement, and continuously improve policies, procedures, workflows, internal controls, and quality assurance processes that promote operational efficiency, consistency, compliance, and accountability.

ü Direct fiscal and programmatic oversight by managing program budgets, expenditures, financial tracking, payment processes, provider incentives, scholarships, professional development activities, and quality improvement initiatives to ensure responsible stewardship of public funds.

ü Ensure compliance and program integrity by overseeing monitoring activities, risk assessments, provider compliance reviews, fraud prevention efforts, investigations, corrective action plans, recoupment processes, and audit readiness while maintaining accurate documentation within designated systems of record.

ü Monitor program performance and outcomes through data analysis, reporting, performance metrics, and continuous improvement strategies to evaluate effectiveness, identify trends, mitigate operational risks, and recommend program enhancements.

ü Lead, coach, and develop staff by establishing performance expectations, promoting accountability and collaboration, and fostering a culture of continuous learning, innovation, and exceptional customer service.

ü Build and maintain collaborative partnerships with internal departments, contractors, community organizations, funding agencies, and other stakeholders to support successful program implementation and organizational objectives.

ü Prepare and present executive-level reports, recommendations, and strategic updates for leadership, Board members, funding agencies, and external stakeholders while leading special projects and initiatives that strengthen program effectiveness, organizational performance, and customer service.

Key Qualifications

ü Demonstrated experience managing grants, public funds, or regulatory compliance programs.

ü Strong analytical skills with the ability to interpret complex policies and apply them operationally.

ü Experience overseeing multiple program areas and cross-functional teams.

ü Experience supporting executive leadership with strategic reporting for governmental or oversight entities preferred.

ü Proficiency in Microsoft Office, SharePoint, and data management systems.

ü Exceptional organizational skills with a high level of attention to detail.

ü Ability to communicate regulatory requirements clearly and professionally to diverse stakeholders.
