Description

JOB DESCRIPTION: As an Associate Program Analyst, the candidate will support Test and Evaluation (T&E) of Foreign Military Sales (FMS) AEGIS surface ships and weapons systems for Portfolio Acquisition Executive (PAE) Mission Systems [formerly PEO IWS] at the Navy Yard in Washington, DC. Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.

Your work will contribute to the successful at-sea testing of new construction and modernized AEGIS combat systems and ships for various US Navy International Partners. Your work will include understanding system capabilities; identifying requirements for at-sea testing; translating capabilities and test requirements to Test Objectives; using the Planning, Execution, Analysis, and Reporting (PEAR) process to develop test scenarios to evaluate Test Objectives; defining and validating resources needed to meet test scenario requirements; advising the test execution team during scenario execution; and ensuring data collection and analysis plans support reporting requirements. You will provide program office administrative and engineering support in the development of FMS cases. This project will include working on a team with senior engineers and program office personnel.

Support roles will include planning and delivering multi agency meetings to include presentation material, overall coordination, and tracking and closing action associated from the meetings. You will be required to maintain Confluence and Jira Project planning material. Assistance will be given to the program office representative to create and promulgate budgeting material. The position requires occasional travel to FMS countries, US test ranges or warfare centers. Prior US Navy or military experience is preferable ,but not required as self starters can be very effective in the job, so a lack of USN or military background should not discourage from applying.

Qualifications

Required Education and Experience:

• Bachelors degree, preferably in technical disciple, and/or equivalent 4 years experience in lieu of degree.
• Strong oral and written communication skills
• Must be able to obtain an Interim Secret clearance or currently have an active Secret clearance

Preferred Skills:

• The ideal candidate would have previous USN experience as Fire Controlmen, Electronics Technician or Aegis Display Technician operating the AEGIS weapon system as a user, either onboard a ship or in the lab.
• AEGIS Combat System Technical background
• JIRA proficiency
• DoW Acquisition experience

Target salary range: $40,001 - $80,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
