    The Acquisition Program Analyst provides comprehensive acquisition and programmatic support services to Department of Defense (DoD) and Marine Corps acquisition programs. The position supports Acquisition Category (ACAT) programs, Abbreviated Acquisition Programs (AAPs), Middle Tier Acquisition efforts, and Other Transaction Authority (OTA) initiatives throughout the acquisition lifecycle in accordance with applicable Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series guidance, and Marine Corps Systems Command acquisition policies.

    This position provides analytical, technical, administrative, scheduling, documentation, and risk management support to Government Program Managers and Integrated Product Teams (IPTs). Duties include acquisition documentation development, Integrated Master Schedule (IMS) management, risk management support, meeting coordination, data management, technical editing, and program status reporting.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Programmatic Acquisition Support

    • Provide continuous acquisition program management support for development, review, and maintenance of statutory, regulatory, and policy-driven acquisition documentation.
    • Draft, edit, review, and coordinate acquisition documentation in accordance with: Marine Corps Systems Command Acquisition Guidebook (MAG), DoD acquisition guidance, FAR/DFARS requirements, applicable acquisition templates and directives.
    • Support development and review of: Acquisition Decision Memorandums (ADMs), Risk Management Plans, Program Management Reviews (PMRs), Decision Review Briefs, Interim Progress Reviews, Procurement Decision documentation, sustainment and acquisition updates.
    • Conduct detailed technical, grammatical, engineering, accounting, and compliance reviews of acquisition documentation and correspondence.
    • Track and remediate Government-requested corrections and deficiencies.

    Risk Management Support

    • Support development, implementation, and maintenance of program Risk Management Plans.
    • Identify, assess, document, monitor, and track program risks and mitigation strategies.
    • Prepare agendas, briefings, presentations, and meeting materials for: Risk Working Groups (RWGs), Risk Review Boards (RRBs), Risk Management Boards (RMBs).
    • Maintain action item tracking and risk repositories in accordance with Government requirements.

    Integrated Master Scheduling (IMS)

    • Develop, maintain, monitor, and update Integrated Master Schedules (IMSs) using Microsoft Project and other approved scheduling tools.
    • Ensure schedules comply with DoD Integrated Master Plan (IMP)/IMS guidance.
    • Incorporate acquisition lifecycle events including: System Engineering Technical Reviews (SETRs), Milestone Assessment Teams (MATs), Independent Logistics Assessments (ILAs), Technical Readiness Assessments (TRAs), Operational Test Readiness Reviews (OTRRs), Procurement and fielding decisions.
    • Support schedule integration and overlay analysis across program portfolios.

    Program Analysis and Coordination

    • Support execution of ACAT programs, AAPs, Middle Tier Acquisition efforts, OTAs, and future acquisition pathways.
    • Coordinate and facilitate IPT meetings, working groups, technical reviews, and decision briefings in both virtual and in-person environments.
    • Prepare meeting invitations, read-ahead materials, meeting minutes, action item trackers, and presentation materials.
    • Develop and deliver Monthly Status Reports summarizing: Activities completed, meetings attended, travel conducted, taskers completed.

    ---

    Tasker and Data Management Support

    • Review and coordinate taskers within Department of Navy (DoN) tasking systems and repositories.
    • Consolidate responses and provide recommendations for Government approval.
    • Organize and track Requests for Information (RFIs) and non-tasker inquiries.
    • Manage receipt and review of contractor and OEM data deliverables.
    • Maintain and update program information in approved Government repositories and databases including: SharePoint, Microsoft Teams, TOPIC 7.0, other Government-approved systems.
    • Support workflows, document routing, repository management, and portal updates.

    ---

    Correspondence and Administrative Support

    • Draft and edit official correspondence in accordance with: SECNAV M-5216.5 Navy Correspondence Manual, Government Publishing Office (GPO) Style Manual.
    • Draft Automated Message Handling System (AMHS) naval messages for Government review and approval.
    • Develop correspondence when templates are unavailable using current Department of Navy standards.

    Methodology and Process Support

    • Support Agile, Scrum, Kanban, and Waterfall project management methodologies depending on program requirements.
    • Assist Government personnel in developing technical solutions, program metrics, dashboards, overlays, and visual reporting tools.
    • Ensure acquisition activities align with DoD 5000 acquisition framework guidance.

    Requirements

    • Bachelor’s degree in Business, Program Management, Engineering, Acquisition Management, Logistics, or related discipline.
    • Active Secret clearance.
    • Minimum 5–10 years of experience supporting DoD acquisition programs.
    • Experience supporting ACAT or Major Defense Acquisition Programs (MDAPs).
    • Demonstrated knowledge of: FAR and DFARS, DoD 5000 series acquisition framework, Risk management processes, Integrated Master Scheduling, acquisition lifecycle documentation.
    • Proficiency with: Microsoft Project, Microsoft Office Suite, SharePoint, Microsoft Teams.
    • Strong technical writing, editing, and briefing development skills.
    • Ability to manage multiple priorities in fast-paced acquisition environments.

    DESIRED QUALIFICATIONS

    • DAWIA or Defense Acquisition Workforce certification.
    • PMP certification.
    • Experience supporting Marine Corps Systems Command programs.
    • Experience with Project Recon Risk Management Tool.
    • Familiarity with SIPRNet environments and classified communications.
    • Experience supporting Agile acquisition environments.
