Program Analyst III

VISTA Technology Services, Inc. (VISTA) is seeking a Program Analyst III to support a DISA PEO Services (SD) contract located at Ft. Meade, MD. This is a hybrid position. The successful candidate will have experience providing program administrative support, performance metric support and program review to IT Business Systems Portfolio team.

Responsibilities:

• Provide program management support to IT Business Systems Portfolio team responsible for developing and integrating contract management systems, customer relationship systems, financial management systems and personnel management systems
• Support baseline reviews, release management, integrated schedule, configuration management and release activities
• Support development and maintain program Work Breakdown Structures (WBS), lifecycle sustainment plan (LCSP), requirements traceability matrix, Concept of Operations (CONOPS), and Organizational Execution Plan (OEP) documents
• Support Performance Metric Plan and provide metrics baseline development support for tracking program cost and program schedules
• Attend and support on-site DoD meetings, working groups, and program reviews
• Develop program briefings, slides/charts, and presentations, maintain program task lists, draft and disseminate meeting minutes and action items
• Schedule meetings (Fielding Decision Reviews, Operational Test Readiness Reviews, Weekly Release Management), send invitations, manage conference room set-up and logistics
• Coordinate baseline package reviews for Configuration Review Board approvals
• Draft after action documentation, review release documentation and maintain documentation files
• Effectively communicate and build strong working relationships with the program senior leadership team, SES stakeholders and cross functional teams
• Detail-oriented and effectively manage and prioritize multiple tasks and deadlines

Basic Qualifications:

• Bachelor's Degree AND 6 years of program management experience OR 8 years of program management experience in lieu of degree
• Experience supporting IT business portfolio development and integration teams
• Experience working with Work Breakdown Structures (WBS), lifecycle sustainment plan (LCSP), requirements traceability matrix, and Integrated Master Schedules (IMS)
• Advance data tracking, data analysis and data reporting program office experience
• Experience coordinating, supporting and attending weekly and quarterly program meetings, developing briefings and presentations, and preparing and disseminating meeting minutes and action item/task lists
• Experience working with external stakeholders, Senior Executive Staff (SES) and Division Chiefs
• Familiar with the Defense Enterprise Portal Service, or other Government project management tools
• Proficient experience using MS Office (Word, Excel, PowerPoint) MS Teams and SharePoint
• Active DoD Secret Clearance required; Top Secret eligible

Salary at VISTA is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $75,000.00 to $90,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees. This position will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
