    Description

    One Federal Solution is seeking a Program Analyst III (Surge) to provide senior-level surge capacity for Science and Technology (S&T) program management and financial analysis tasks as directed by the Government Business Financial Manager (BFM).

    The Program Analyst III (Surge) will provide senior-level support for S&T initiatives, financial planning and analysis, stakeholder coordination, special studies, and program and administrative operations.

    Key Responsibilities

    • Senior Surge Program & Financial Support: Provide senior surge capacity for S&T program management and financial analysis tasks as directed by the Government Business Financial Manager (BFM).
    • Strategic & Technical Program Support: Lead planning and execution support for S&T initiatives, conducting special studies, coordinating multi-disciplinary teams, and acting as technical liaison with key stakeholders (PEOs, SYSCOMs, OSD, etc.).
    • Financial Planning & Analysis: Conduct detailed financial analysis, maintain fiscal metrics, and support all phases of financial planning and budgeting for S&T fiscal submissions, including the POM process.
    • Program and Administrative Operations: Provide analytical and administrative support, including SOP development and evaluation for audit readiness and tracking/routing of data calls and correspondence.

    Required Qualifications

    This position requires all the qualifications of the Program Analyst I and II, including:

    • Ability to critically analyze complex information, identify core problems, evaluate potential solutions, and make data-driven recommendations.
    • Proven ability to liaise effectively with senior military, government, and civilian personnel.
    • Demonstrated experience with the DoD/DON budget cycle, including POM development, and familiarity with federal financial regulations (e.g., FMR, FMPM).
    • Superior written and verbal communication skills, with experience preparing briefs, reports, and official correspondence for senior leadership.

    Desired Additional Qualifications

    • Direct experience supporting ONR, the Naval Research Enterprise, or a similar S&T organization.
    • Proficiency with Navy ERP (or similar financial management systems) and Microsoft Power Apps.

    Education & Experience

    Master’s degree in Finance, Business Administration, Public Policy, or a related field from an accredited institution and at least ten (10) years of recent experience in program management, financial analysis, or management consulting within DoD or DON.

    OR

    The requirement for a degree may be waived if the Program Analyst III has a high school diploma or equivalent and at least fifteen (15) years of recent experience in program management, financial analysis, or management consulting within DoD or DON.
