Job Summary:

The Program Analyst IV is a senior-level analyst responsible for leading complex program analysis, performance management, and operational improvement initiatives in a federal or professional services environment. This role provides strategic insights, oversees analytical efforts, and supports senior leadership in decision-making, program execution, and policy implementation.
Operating with minimal supervision, the Program Analyst IV applies advanced analytical methodologies to evaluate program effectiveness, improve organizational performance, and ensure compliance with regulatory and contractual requirements.

Responsibilities:

  • Lead program analysis efforts to evaluate performance, efficiency, and outcomes
  • Develop and deliver high-level reports, dashboards, and executive briefings
  • Conduct advanced data analysis to identify trends, risks, and opportunities
  • Design and implement performance metrics, KPIs, and reporting frameworks
  • Provide strategic recommendations to improve programs, policies, and operations
  • Oversee data collection, validation, and reporting processes across teams
  • Support program planning, budgeting, and resource allocation activities
  • Ensure compliance with federal regulations, policies, and contractual requirements
  • Lead or support audits, evaluations, and quality assurance reviews
  • Coordinate cross-functional teams and stakeholders to support program initiatives
  • Develop and refine standard operating procedures (SOPs) and workflows
  • Mentor junior analysts and provide guidance on analytical approaches

Education/Certifications:

  • Bachelor's degree in business administration, public administration, management, or related field (Master's preferred)
  • 8–12+ years of experience in program analysis, management consulting, or federal program support
  • Demonstrated experience supporting federal agencies or government contracts highly preferred

Desired Qualifications:

  • Masters Degree

Required Qualifications:

  • Advanced proficiency in Microsoft Excel (e.g., pivot tables, modeling, advanced formulas)
  • Strong experience with data visualization tools (Power BI, Tableau, etc.)
  • Experience with program management and reporting tools
  • Familiarity with financial analysis, budgeting, and performance tracking
  • Experience with process improvement methodologies (Lean, Six Sigma) preferred
  • Advanced analytical and problem-solving skills
  • Strategic thinking and decision support capability
  • Strong written and verbal communication (executive-level presentation)
  • Project management and stakeholder coordination
  • Ability to synthesize complex data into actionable insights
  • Leadership and mentoring capability
  • Strong attention to detail and quality
  • Ability to obtain or maintain a security clearance (if required)
  • Experience working in compliance-driven or regulated environments
