Cognito Systems LLC, a Resolution Think joint venture company, is seeking a qualified Program Analyst to provide technical and administrative program support to the Gulf Coast Ecosystem Restoration Council (GCERC). GCERC administers RESTORE Act funding to Gulf Coast states and federal partners for large ecosystem restoration projects that address the effects of the BP Deepwater Horizon oil spill. The successful candidate will work directly for the GCERC Programs Supervisor and will support day-to-day data entry, records management, programmatic document development, and SharePoint data operations. This is a full-time, on-site position located in New Orleans, Louisiana. 

Location: Must reside in or be willing to relocate to the New Orleans, Louisiana area; on-site presence at the GCERC office is required

Essential Functions & Job Responsibilities
  • Assist program staff in developing and preparing essential datasets for incorporation into the COAST SharePoint site; perform quality control checks on all data prior to incorporation 
  • Serve as the liaison between the GCERC records management contractor and program staff; identify and sort records with compliance issues and facilitate resolution according to NARA-approved records schedules 
  • Maintain a Records Management Tracking Spreadsheet updated bi-weekly for the Program Supervisor to monitor progress toward records management requirements 
  • Track completion of required field site visits and Field Site Visit Observation Forms; issue timely reminders to program staff as needed 
  • Support organization of program staff documentation and assist with the development of standard operating procedures (SOPs) 
  • Actively listen and take notes during staff calls; format notes in standard office formats and publish to the team within 24 hours 
  • Maintain and track progress on staff assignments; provide weekly updates to the Programs Supervisor 
  • Maintain and track schedules for document development; flag items approaching deadlines or at risk of delay 
  • Support drafting, formatting, and finalization of programmatic documents including reports, figures, graphics, and presentations using Microsoft Office (Word, Excel, PowerPoint, SharePoint) and Google Docs (Documents, Sheets, Slides) 
  • Prepare and deliver bi-weekly status reports covering all active tasks, initiatives, and project plans 
  • Meet bi-weekly with the GCERC Director of Ecosystem Restoration Programs to present status reports, identify action items, and track resolution of open items 
Minimum Qualifications: 
  • Education: Bachelor of Science or Bachelor of Arts degree in data management, information management, business administration, data science, or a closely related field from an accredited college or university (required) 
  • Prior federal contractor or government program support experience 
  • Familiarity with environmental, ecosystem restoration, or grant management programs 
  • Experience with SharePoint site content development and data quality control 
  • Knowledge of NARA guidelines, the Federal Records Act, and CUI safeguarding requirements 
  • Technical Proficiency: Demonstrated experience with Microsoft Office products including Word, Excel, PowerPoint, and SharePoint; and Google Suite applications including Google Docs, Sheets, and Slides 
  • Data Skills: Experience organizing and managing data; extracting data from databases; developing and generating information and summary data to support technical evaluations, management, and financial record keeping 
  • Adaptability: Willingness to receive training and direction; ability to read, interpret, and apply general procedural guidelines; ability to thrive in a fast-paced, deadline-driven environment 
  • Citizenship: U.S. citizenship required 
  • Background: Must be able to successfully pass a Public Trust (NACI Tier 1) background investigation and federal background check prior to beginning work; must be able to obtain a Personal Identity Verification (PIV) credential.
