Position Overview

The Senior I Program Analyst provides expert-level support for all phases of the Planning, Programming, Budgeting, and Execution (PPBE) process for PdM M2T2 within PM C2T. This role is responsible for the formulation, execution, and monitoring of program resources, ensuring alignment with Army missions and organizational goals. The analyst operates with a high degree of independence, coordinating across Department of the Army (DA) staff, Program Executive Offices (PEOs), and industry partners to manage complex financial and acquisition data at Aberdeen Proving Ground.

Key Responsibilities

  • Budget Formulation & Planning: Lead the preparation and update of Program Objective Memorandum (POM) and Strategic Portfolio Analysis Review (SPAR) briefing charts. Formulate Congressional Justifications for the President’s Budget (PB) and Budget Estimate Submission (BES).
  • Execution & Reporting: Develop and manage spend plans for PM TN programs. Record, track, and maintain financial and acquisition data within the Project Management Resource Tools (PMRT) and CCaR, ensuring all modules are updated and accurate.
  • Analysis & Coordination: Perform extensive coordination with Program Managers and higher Army headquarters to respond to data calls. Support Army Program Budget Briefings (APBB) and organize supporting functions for critical milestone meetings.
  • Documentation: Prepare and review written plans, schedules, and milestones. Manage Department of Defense (DoD) programmatic reporting, acquisition documentation, and contractor performance measurement functions.
  • Independent Oversight: Select methods and coordinate details for projects through to conclusion with minimal guidance, ensuring all work conforms to organizational analytical procedures.

Minimum Qualifications

  • Experience: Minimum of seven (7) years of related experience in a Program Analyst role.
    • Note: Experience must be within a DoD Program Executive Office (PEO), Project Manager (O6 PM), or Product Manager (O5 PdM) to be considered applicable.
  • Technical Proficiency: Demonstrated experience preparing and supporting PPBE, POM, SPAR, President’s Budget Submission P&R forms, BES P&R forms, PMRT, and CCaR.
  • Education: Bachelor’s Degree.
  • Clearance: Active Secret security clearance.

Preferred Qualifications

  • Degree: Bachelor’s in Accounting, Business, Economics, or a related field.
  • Certification: Certified Defense Financial Manager (CDFM) through the American Society of Military Comptrollers (ASMC).
