Job Opportunity

We are seeking a strategic and detail-oriented Program Analyst to support short and long-range service planning, grant development, capital project coordination, and scheduling functions. In this role, you will work closely with staff across the Office of Transportation and partner departments to ensure transit initiatives are aligned, well-managed, and responsive to community needs.

Key Responsibilities:

  • Conduct special studies and surveys to improve service efficiency and cost-effectiveness.
  • Support innovative scheduling approaches and short-term service planning recommendations.
  • Work with transportation staff to translate the Transit Vision Plan into actionable steps.
  • Coordinate with divisions on how service changes, scheduling, and long-range plans impact daily operations and resources.
  • Ensure stakeholders, municipalities, and community groups are informed and engaged in service change proposals.
  • Contribute to recommendations regarding transit regulatory requirements, environmental reviews, and Title VI compliance.
  • Collaborate with internal teams to develop, implement, and monitor capital projects, ensuring they align with goals, timelines, and funding requirements.
  • Identify funding opportunities for capital improvements and assist with grant applications, financial tracking, and audit preparation.
  • Lead the office-wide annual business planning process to prioritize activities, allocate resources, and align with Transit Vision Plan goals.
  • Develop templates, capture lessons learned, and create escalation processes to support project delivery.
  • Track project progress and report updates to leadership, the public, and the Board.

Minimum Qualifications:

  • Education & Experience: A Bachelor's degree and two years of experience in transit planning, transportation planning, urban planning, transit operations management, or transportation engineering. Alternative Qualification: A Master's degree in urban planning, geography, public administration, economics, business, or a related field may substitute for the two-year experience requirement.
  • Driving Requirement: Must maintain a valid driver's license, as the position may require the use of company vehicles.
  • Verification: Proof of education and work experience is required and will be subject to verification.
